    OU Emergency Manager-Norman Campus - InsideHigherEd

    Organization

    Responsible for planning, developing, coordinating, implementing, and executing a comprehensive emergency preparedness program. In coordination with meteorologist responsible for monitoring weather threats to the University of Oklahoma and providing assessments, forecast information, and recommendations to University Administration to inform decision making regarding life safety and campus infrastructure any time severe weather threatens.

    Essential Duties/Responsibilities:

    • Ensures Emergency Operations Center is in a state of readiness.
    • Coordinates, develops, and updates comprehensive emergency management plans and operations to mitigate, prepare, respond, and recover from effects of all natural or manmade hazards
    • Assesses emergency response capabilities and develops procedures to address any deficiencies.
    • Creates policies, procedures, and various emergency management manuals, standard operating guidelines, and procedural information for emergency operations
    • Coordinates with all departments and local, regional, State and Federal response agencies
    • Develops contingency plans emergencies, special and unique projects and programs
    • Disseminates warnings and notifications of disaster alerts.
    • Manages emergency management training development and coordination following State and Federal standards
    • Coordinates with departments emergency preparedness activities, training programs, operations drills, disaster simulation exercise, and provides educational materials
    • Presents outreach activities for citizens and community groups regarding prevention, identification, and preparedness in emergency situations and promotes emergency safety programs.
    • Research grant opportunities, prepares grant applications and manages any grants received
    • Primary contact with the Central Oklahoma Emergency Management Association and other emergency management committees and councils
    • Coordinates disaster recovery building assessments and liaise with Enterprise Risk Management and other university offices as needed
    • Ensures compliance with relevant local, state and federal laws/regulations, including that university active role players receive relevant NIMS training and other safety & personal preparedness training, that annual exercises that test emergency operations are Clery Act compliant, and files annual NIMS compliance with the Oklahoma Department of Homeland Security.
    • Responds to emergency disasters and weather caused events, assists university meteorologist with the activation of severe weather shelters, works with academic units, directors, and department heads on shelter planning for weather emergencies.

    • Performs other duties as assigned


    Job Location

    Required Education: Bachelor's degree in emergency management, public safety, public administration, or related field, AND:

    • 48 months of Safety and /or Emergency Preparedness experience

    Equivalency/Substitution: Will accept 48 months related experience in lieu of the Bachelor's Degree for a total of 96 months experience.

    Skills:

    • Working knowledge of local, state, and federal regulations, requirements and best practices related to emergency response preparation, and planning and operations on a university campus
    • Must possess a working understanding of national incident management system (NIMS)
    • Must be able to conduct or coordinate NIMS training for university role players
    • Ability to lead emergency programs effectively
    • Must be skilled in WEB EOC, maintain social media pages, emergency management-based apps, & messaging systems and possess basic computer skills
    • Must be able to speak English and possess excellent oral, written, and negotiation skills
    • High commitment to customer service and exceptional interpersonal skills working with peers in resolving the demands of the university community
    • Ability to multi-task and adjust quickly to shifting priorities and make quick decisions
    • Strong analytical and problem- solving skills
    • Ability to function well in a high-paced and at times stressful environment

    Certifications:

    • Certified Emergency Manager through a national accredited organization
    • NIMS 100, 200, 300, 400, 700, 800 training

    Advertised Physical Requirements:

    • Working outdoors in inclement weather and extreme temperatures, odors, greasy, dirty materials, irritating noises, heavy lifting, stooping, standing, bending, climbing or sitting, and exposure to safety hazards.
    • Must be able to climb, crouch, pull, push, reach, stand, engage in repetitive motions, grasp, walk, feel, touch, speak, hear, see including color, depth perception and clarity

    Department Preferences:

    • Working knowledge of Meteorology and weather forecasting
    • Five years of relevant emergency management experience including interpreting weather forecasts, NIMS training, emergency response planning, business continuity planning, and planning & coordinating annual exercises.

    Supervision:

    • Potential to supervise part-time severe weather specialist
