    Duties


    • Serve as budget analyst for the organization executing of Operations and Maintenance (OMA) Army Working Capital Fund (AWCF) requirements.
    • Oversee funding mechanisms throughout the complete Planning, Programming, Budgeting and Execution (PPBE) cycle to ensure proper integration, data integrity and consistency in presentation.
    • Prepare and present appropriate consolidated, and/or special budget data for management review and decision support.
    • Provide expert advice to program and financial management officials.
    • Develop, prepare and maintain major program input for briefings, speeches, testimony, or presentation
    Requirements Conditions of Employment


    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Achieve Level II Certification in Business- Financial Management within 24 months of the effective date.
    • This position may require up to 25% temporary duty travel.
    • Must obtain and maintain a Secret security clearance.
    • This is a term position NTE 13 months

    • Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below

    Specialized Experience:
    One year of specialized experience which includes: 1)

    Analyze and review budget estimates; 2) Evaluate budget execution and make recommendations; 3) Prepare financial reports using accounting software such as:
    General Fund Expertise Business System (GFEBS) to execute annual budgets and expenditures; 4) Interpret budget/financial regulations, AND 5) Advise management on budget requirements and impact on program operations
    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
    You will be evaluated on the basis of your level of competency in the following areas:


    • Budget Formulation, Justification, and Presentation
    • Concepts, Policies, and Principles of Budget
    • Financial Management Analysis
    • Oral Communication Time in

    Grade Requirement:
    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)
    Education Some federal jobs allow you to substitute your education for the required experience in order to qualify

    • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

    • This is a Career Program (CP) 1- Comptroller position.

    • Salary includes applicable locality pay or Local Market Supplement.
    • Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
    • Position may be filled as a temporary promotion or detail NTE 13months by a current permanent Army employee.
    • Temporary promotions may be extended up to a maximum of five years.
    • When a temporary promotion is terminated the employee will be returned to the position from which they were temporarily promoted; or, with their consent, to a different position of equivalent grade and pay.
    • When a temporary promotion is to an organization in a different command, the losing and gaining activities must agree to the temporary promotion and decide in advance which activity will assume responsibility for placement of the employee when the temporary promotion ends
    If no decision is made, the employee will return to their permanent position of record
    Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.


    • Return rights to permanent position are not automatic and are subject to approval from the losing organization
    If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail
    If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position
    Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
