Job Duties
- The Department of Behavioral Health and Developmental Services' (DBHDS) Office of Human Resources is seeking a highly qualified and experienced individual to provide senior level leadership by serving as the Employee Relations/EEO Manager, managing the Employee Relations/EEO program at all twelve (12) operated facilities (9 inpatient behavioral health hospitals, 1 training center, 1 acute care medical center and 1 behavioral rehabilitation facility), including Central Office (CO), and partnering with Senior Leadership, the DEI Officer, Managers, and HR Directors to cultivate a diverse and inclusive culture.
Additional responsibilities include:
- Directly supervising the Employee Relations Consultant(s) at Central Office.
- Providing oversight of the employee relations programs for the agency, including state corrective action procedures such as the state grievance process and mediation programs.
- Serving as an internal investigator for EEOC cases, employee, or constituent complaints.
- Providing guidance to Facility Directors and HR staff to ensure compliance with federal and state regulations, DHRM and DBHDS policies.
- Providing training to facility HR staff on equity strategic planning and employee relations best practices.
Minimum Qualifications
- Extensive knowledge in human resources principles, practices and procedures, federal and state laws, regulations, and policies relating to HR and EEO.
- Comprehensive knowledge of human resource management and organizational development; employee relations; counseling/coaching, mediation, and alternative dispute resolution techniques.
- Comprehensive knowledge of employment laws and regulations, to include but not limited to, Title VII, ADA, ADEA, Equal Pay Act, and FMLA.
- Extensive knowledge and experience of Commonwealth of Virginia Human Resource Policies and Procedures, including experience with the grievance process.
- Ability to develop and implement policies, procedures, and programs and evaluate their effectiveness.
- Excellent communication skills.
- Proven ability to communicate effectively in writing and verbally with a diverse workforce of employees.
- Ability and experience in analyzing and researching complex issues and coming to appropriate conclusions.
- Experience conducting internal investigations.
- Data analytical skills.
- Demonstrated ability to supervise and lead team members.
- Subject matter expert in employment law.
Additional Considerations
- Human Resource Professional Certifications (PHR, SPHR, SHRM-CP, SHRM-SCP, etc.)
- Knowledge and experience working with DEI initiatives and cultural competency models.
- Experience working with immigration law.
