Job Description:
SUMMARY
Coordinates, monitors, and supports the Navy's Learning Stack systems, including a Learning Management System (LMS), Learning Assessment System (LAS), and Learning Records Store (LRS) system, providing the ability to deliver training content in a virtual learning environment, conduct assessments, and capture/track student performance metrics for approximately 2,000 Active Duty and Reserve Sailors.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Responsible for managing a group of content management specialists, systems, and software engineers, help desk technicians, system administrators, and other engineers.
- Directly influences the daily operations necessary to maintain and sustain the entire system and manages system certification and accreditation tasks as needed.
- Acts as an advisor to teams regarding project tasks, operations, and company processes.
- Monitors contract deliverables, the project schedule, and must be capable of working on complex problems and exceptions without supervision.
- Be first to advocate when adapting to changes in the work environment and possesses the skills to manage competing demands.
- Responsible for the management of sustainment of the system and all its subsystems.
- Responsible for the management of the assigned government project(s) in accordance with contract and corporate requirements.
- Acts as a liaison with customers, executives, administrators, and operational employees as necessary to ensure contract performance.
- Reports in writing and orally to higher management; communicates directly with clients and/or other contractor personnel, and effectively allocates resources.
- Develops and maintains budgets, schedules, and performance standards.
- Interprets complex client requirements and interacts closely with the client and subordinates to prepare project presentations, plans, procedures, and proposals.
- Manages and maintains development, production, and delivery standards; ensures project assignments are met and completed as directed.
- Coaches and mentors other employees on the development of quality plans, presentations, and proposals.
- Acquires and oversees resources to complete projects.
- Enforces work standards and reviews/resolves discrepancies to ensure compliance with contract requirements.
- Maintains project documentation, providing assessment of technical and nontechnical project issues.
- Leads assigned operations, defines clear roles and responsibilities at all levels.
- Writes detailed technical proposals and formulate pricing for potential projects.
- Ensures a safe and healthy working environment for our employees.
- Submits timely and accurate deliverables.
- Manages and communicates project risks and challenges.
- Maintains regular and punctual attendance.
- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Provide project direction in accordance with division directives.
MINIMUM QUALIFICATIONS
- Must possess or be able to obtain an active U.S. Secret security clearance (U.S. Citizenship required).
- Bachelor's degree or equivalent experience in business or education related field required. In lieu of a degree, we will accept additional years of relevant experience
- Associates = two (2) years; Bachelors = four (4) years.
- Minimum of five (5) years of project management experience.
- Experience in instructional design, content development, and training delivery.
- Must be knowledgeable of the courseware development process including job/task analysis, course design, storyboarding, testing, implementation, and validation.
- Must obtain and maintain any necessary security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
- Experience with military training is preferred, Navy experience is a plus.
- Ability to develop comprehensive technical plans, procedures, and work instructions.
- Strong understanding of Instructional Systems Design principles and theories.
- Ability and experience in managing curriculum/workforce development contracts.
- Ability to conduct organizational assessments and develop resulting corrective action plans.
- Skilled in pricing and forecasting complex projects.
- Strong writing skills in the development of technical and management approaches.
- Detail oriented with the ability to multitask across multiple projects.
- Excellent communication and interpersonal skills.
- Thorough knowledge of Microsoft software (Word, Excel, Visio and PowerPoint).
Job Requirements:
WORK SCHEDULE**Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 25%.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy.
