Summary


This role will serve as MTA Construction & Development's HR Business Partner (HRBP), responsible for implementing the MTA People's (HR) integrated solutions, programs, and strategies, as well as supporting and implementing a myriad of HR functions and program activities across multiple roles for the newly consolidated MTA C&D agency and Capital Program.

The incumbent will support the centralized recruitment, compensation, employee relations, and HRIS functions.

In addition, the HRBP will be assigned special projects critical for identifying gaps in HR processes, workflows, policies, and procedures as needed.


Responsibilities:


Incumbent will support recruitment, hiring, and retention processes, including partnering with hiring managers, drafting job descriptions, job postings, and resume screening for qualified applicants and for referral to hiring managers for interviews.

Conduct background investigations and monitor clearance.

Participate in the onboarding of personnel.

Attend job fairs and diversity and outreach functions to attract talent. Assist with developing, implementing, and managing employee recognition programs and events.

Create proposed salary analysis worksheets.

Prepare general correspondence regarding salary adjustments to employees and representatives from other MTA agencies.


Perform research and other duties to function as an integral MTA C&D People (HR) and MTA People (HR) department member in accomplishing overall department goals and objectives.


Maintain and understand PeopleSoft tables and how the data may influence downstream areas such as benefits, payroll, time, and labor.


Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

May need to work outside of regular work hours.

Travel may be required to other MTA locations or other external sites.

Education and Experience


Bachelor's degree and three (3) years of Human Resources experience in recruitment, compensation, employee relations, HRIS, or a satisfactory combination of education and experience.


Must have a practical working knowledge of at least two (2) human resource disciplines: recruitment, compensation, performance management, employee relations, HRIS, or benefits.

Must have experience administering human resources programs and effectively managing multiple responsibilities simultaneously within limited and specific time frames.

Proven ability to take the initiative and be proactive, identify and anticipate department needs, and recommend solutions.


Proven ability to interact with managers and employees at all organizational levels and to work as part of a team.

Knowledge of relevant state and federal laws and regulations affecting related HR activities.

Proficiency in and ability to learn analytical and/or quantitative skills.

Effective verbal and written communication, negotiation, and conflict management skills.
