If the answer is yes, then we have an opportunity for you The DNR Office of Finance, Budget & Economics (OFBE) is looking for a reliable and experienced Lead Budget Analyst to provide budget planning and management services across the agency.

    The OFBE Budget Team works to ensure that program activities and funding fit within the broader context of the DNR's mission and goals.

    As a member of the team, you will work to support financial compliance with state and federal laws, regulations, and reporting requirements, and facilitate the operational effectiveness and financial stability of the Agency's Programs.

    As a DNR Lead Budget Analyst, you'll be involved in budget planning, budget development, projection, analysis, and monitoring for agency programs and initiatives.

    You will serve as a strategic budget expert, providing leadership, research, analysis, and recommendations on complex and often unprecedented budget issues that have budget, policy, and natural resource impact.


    Responsibilities:


    This position is a key player in the responsible management and expenditure of over $942 million in operating funds and over $352 million in capital funds.

    This position has lead responsibility in developing control totals and allotments based on legislative appropriations as well as non-appropriated accounts.

    Additionally, this position has primary responsibility for providing strategic budget advice to agency staff and managers working on budget requests and fiscal notes.

    This responsibility includes written recommendations on how these documents will best serve the program and agency.

    This expertise is heavily relied on so that the agency has a documented plan to keep within its expenditure authority, and for business decisions impacting programs and the agency, including budget requests, fund management, and how to implement budget reductions.

    This position is responsible for ensuring agency budget development products and fiscal notes for the legislature are consistently accurate, clear, and compelling which is critical in maintaining the agency's credibility and obtaining optimal funding.

    This position is also responsible for monitoring program budget management and accurate and timely reporting on budget and performance.

    This position is critical in identifying potential issues, analyzing problems, recommending solutions, projecting consequences of actions, and implementing actions to support agency and program goals.

    This position must decide if funding is available for planned or proposed expenses and activities and if the expenses and activities are eligible and appropriate for the funding.


    Required Qualifications:
    This position requires a broad range of budget experience and an understanding of state agency budget development and monitoring.

    The ideal candidate will have all the following, and acceptable candidates will have at least eight of the ten below requirements.

    Bachelor's degree in accounting, finance, budgeting, public administration, or closely allied field;
    At least 3 years experience with state or local government, which includes budget development and monitoring.
    Experience working in a team environment and under tight deadlines;

    Professional working knowledge of:
    Office of Financial Management (OFM) policies, procedures, and regulations in the state budgeting and allotment process.
    State budgeting systems (TALS, ABS, BASS, RPM, AFRS, FNS, SPS, etc.) as well as performance measures and activity inventory;

    Demonstrated ability to communicate complex budgetary and fiscal issues orally and in writing to a variety of audiences;
    Demonstrated ability to condense detailed and/or complicated fiscal data into a written or graphic presentation understandable by non-financial experts;
    Ability to work with management, professional, and front-line staff;
    Interest and ability in dealing with numbers and details;

    Expert in manipulating data in Excel using pivot tables, V-Lookup, and other advanced spreadsheet functions, and creating charts and graphs.

    Knowledge of Word and other PC programs.
    Experience in Enterprise Reporting and Web Intelligence.
