The State of New Hampshire, Department of Environmental Services, Water Division, Winnipesaukee River Basin Bureau has a full time vacancy for a Program Assistant II - Procurement & Communication Assistant.

Summary:

**Performs a broad range of paraprofessional and programmatic activities for the Winnipesaukee River Basin Program (WRBP), comprised of administrative, operational, maintenance, electrical/electronic, industrial pretreatment and laboratory sections.

MINIMUM QUALIFICATIONS:


Education:

Associate's degree from an accredited institute of higher education with major study area in business management, information science or systems, communications or administration, laboratory technology, biological, environmental, health or physical science
, public health,
engineering technology, mathematics, GIS or a related field.

Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:

Three years' experience in office management,
database management, or an environmental or technical field closely related to the program area, with responsibility for providing program information to others.

Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:
None
required.

SPECIAL REQUIREMENTS:

This position is assigned to a 40-hour work week schedule and participates in the rotating SCADA on-call schedule covering nights and weekends.

Must be able to effectively communicate and correspond with the general public, and state and federal agencies and be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.**
PREFERRED WORK TRAITS:Knowledge of modern office equipment, practices, and procedures, with a computer literacy that includes a strong background in Microsoft Office, the ability to create and maintain MS Access databases and Excel spreadsheets, a familiarity with GIS support software and other database software tools, and the ability to learn and implement new technologies as needed.

Knowledge of business English, spelling, grammar, and arithmetic and the ability to prepare a variety of correspondence, statistical material, and reports with speed and accuracy.

Ability to maintain fiscal or departmental records and to research records and prepare reports. Ability to work independently with limited direction.

**Responsibilities:
Functions as the WRBP receptionist; receives and disseminates information; directs inquiries to the appropriate sections within the Bureau, NHDES, or other state agencies.

Communicates with WRBP member towns, state employees and the public at large; responds to questions concerning program policies, procedures and requirements. Supports community education and outreach activities by assisting in such things as the creation of literature and pamphlets.

Provides administrative support to all Bureau staff; creates a variety of documents, reports, communications, interdepartmental correspondence and external letters; coordinates the posting of information to the web site as requested.

Retrieves, compiles, organizes and updates program records, data, and related information and maintains a variety of documents in specialized tracking systems, to include a computerized GIS database.

Generates standard reports and creates specialty query reports as needed. Provides complete and accurate information to section heads for decision-making in areas such as compliance and enforcement activities.

Trains and supports staff in the operation and maintenance of computerized systems, typically in small functional work groups. Reviews work of staff to ensure proper procedures are being followed within the systems. Assists with the implementation of additional technologies and software upgrades. Attends training in order to provide technical support to others and perform system updates as necessary.
**Assists with the development and implementation of administrative and operational policies and procedures. Recommends streamlining of processes and communication between Concord and the two WRBP facilities. Develops written Standard Operating Procedures (SOPs
