Essential Functions:


The selected Manager will be responsible for, and act as the main focal point to the Proposal team for all major PCAR/Proposal Quality & Compliance related activities within their portfolio, escalating issues to Senior Level management as needed, and brief internal leadership on the status/issues affecting the completion of performance obligations.

It is the Manager's job to ensure all portfolio proposals are meeting Customer, Program, and Company needs.


Responsibilities include but are not limited to:

  • Oversee the development of cost estimates and models to support completing Price/Cost Analysis Reports.
  • Perform analysis of subcontracts and pricing strategy models in support of Price/Cost Analysis Reports.
  • Coordinates with Leadership or other functional support to enable the completion and integration of technical evaluations into the cost analysis when appropriate.
  • Reviews Price/Cost Analysis Reports (PCAR) and management presentations illustrating summary review of the evaluations.
  • Evaluate Supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 152 requirements
  • Review proposal volumes prior to Customer submittal to ensure compliance with company policies and procedures.
  • Ensure final proposal products meet the quality expectations of the Strike Division and Company leadership.
  • Perform analysis and summarizes evaluation findings; make recommendations to Leadership.
  • Compiles information from periodicals, catalogs, and other sources to stay informed on regulations (e.g., FAR, DFARS, etc.), price trends and manufacturing processes.
  • Participates in factfinding sessions via telecom or at supplier's site.
  • Requests and obtains DCAA Assist Audits where applicable.
  • Supports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required.
  • Train, mentor and coach a bicoastal team of Analysts

Basic Qualifications:


  • Bachelor's degree with at least 9years of Management experience, or a master's degree with at least 7years of management experience in any of the following: Business Management, Pricing & Estimating, Cost Estimating
