Overview:

Vector Resources (VRI) is looking for an experienced Project Controls Manager (PCM) with Department of Defense (DOD) experience to lead a project controls team with a scope involving; project management support, scheduling, cost management, earned value, and reporting / analytics.

This is a hands-on role that involves management of; the day-to-day client relationship, the service and deliverable quality of the team, and the team itself.

This person must have broad knowledge of all of the aforementioned scope items as well as deep hands-on knowledge of at least one of these areas in which this person could perform daily tasks if required.

This is a 100% on site role in Newport, Rhode Island.

Key Responsibilities:

Oversight of the following functional scope areas:

Project management support
Scheduling
Earned value management system
Cost and financial management
Budget and resource planning
Reporting and analytics

Demonstrate knowledge and experience and provide oversight of the following key deliverables and functions that derive from the above scope items:

Project management plans / project charters
Project funding requirements / documentation
Cost estimates / forecasts / reports / forensics
WBS development / alignment
Stakeholder management
Schedule development / baseline management & reviews (in Microsoft Project)
Variance analysis / exception reporting / what if analysis
Annual budgeting / long range planning
Project setup and project controls aspects of ERP systems e.g. SAP
Risk registers / management / analysis
Document control
Change management / control
EVMS process development / implementation / templates
Progress measurement methodologies / quantity assessment
Process development / improvement
Portfolio management / budgeting / reporting
Fiscal year planning / reporting / closeout
Reporting / dashboards / analytics / meeting minutes

Qualifications we Require:

Active secret security clearance
4 yr degree in business, management, finance or similar
3+ years DoD experience
15+ years Project Controls experience
3+ years in Project Controls Manager role
5+ years managing teams / people
Proficiency in Microsoft Office inc Microsoft Project
Strong communication skills, including the ability to clearly and accurately communicate with any audience
Ability to work under pressure and manage tight deadlines.

Qualifications we Desire:

Experience working with naval weapons systems
PMP certification from PMI
PMI-SP certification from PMI
5+ yrs DoD experience
