Operations Specialist

  • The Texas Health and Human Services Commission is seeking an operations specialist to assist with daily operations of the Office of Communications. Responds to inquiries from staff and the public, purchases and tracks products and services, oversees office inventory, maintains department budgets, assists with onboarding employees and schedules computer setups, makes travel arrangements, produces interactive and static maps, and handles other operational duties. This is a hybrid telework position.

Essential Job Functions:

20% - Works with the agency purchasing department to purchase, track and receive products and services. Researches and submits requisitions. Follows the requisition workflow to ensure timely procurements. Maintains documentation of all purchases to ensure accurate budget reconciliation.

  • 20% Assists staff with travel arrangements, including the preparation and submission of required forms. Assists management with onboarding and offboarding employees. Maintains office contact lists, organizational charts and other operational documents. Assists the director of communications with scheduling meetings and performs other miscellaneous duties in a timely and accurate manner. 15% Monitors and responds to inquiries sent to department mailboxes. Uploads graphics to building monitors.
  • 15% Oversees department inventory and performs research for miscellaneous projects.
  • 15% Assists staff with technical issues. Submits and manages IT tickets for staff workstation needs. Assists new employees with computer and phone setups.

Knowledge Skills Abilities:


  • Knowledge of general procurement practices.
  • Skill in the use of computer, or related equipment, including the use of Microsoft Office, Excel, PowerPoint, Teams, and other related software as well as shared drives.
  • Skill in troubleshooting issues.
  • Ability to gather, assemble, correlate and analyze complex information and exercise sound judgment in making critical decisions and developing plans.
  • Ability to stay well organized.
  • Ability to communicate effectively orally and in writing.
  • Ability to develop creative and workable solutions to complex problems.
  • Ability to develop, evaluate, and interpret policies and procedures.
  • Ability to coordinate with other staff, departments, officials, agencies and organizations, and adhere to professional business practices.
  • Ability to work well with others.
  • Ability to prioritize multiple assignments and meet multiple deadlines simultaneously.
  • Ability to learn in a fastpaced environment.
  • Preferred experience using ArcGIS mapping software. Ability to learn ArcGIS software.

Initial Selection Criteria:

Graduation from high school or equivalent. Experience and education may be substituted for one another. Four years of experience in general office work.
