DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

  • The Office of the City Controller Performance Division is seeking a staff analyst to analyze and evaluate the City's operations and planning and conducting performance reviews of the city's department programs and activities.
These functional areas include but are not limited to the following:

  • Review City of Houston department programs and operations; work with Performance Division team members to identify effectiveness and efficiency within the identified programs and departments.
  • Collaboratively research, gather, and validate performance audit information and related data through observation, study, and review.
  • Develop recommendations, findings, and conclusions based upon analysis, ensuring compliance and consistency with Generally Accepted Governmental Auditing Standards (GAGAS); develop work from collected and documented evidence to support conclusions and recommendations.
  • Maintain files, records management, and project management and tracking as necessary.
  • Perform auditrelated oral presentations and briefings.
  • Perform audit followup work for assigned audits.
  • Conduct Performance Division administrative tasks as required.

Knowledge and Abilities:

  • Identify effective and efficient practices, procedures, and methodologies with an emphasis on operational performance.
  • Analyze program operations, policies, procedures, and control mechanisms, identify deficiencies and problem areas, and prepare appropriate recommendations for remedial action.
  • Conduct effective interviews with City of Houston departments and employees of all levels.

Technical Skills and Additional Abilities:

  • Analyze data and transfer data findings to supporting programs such as Excel, Tableau, or Power BI.
  • Recognize and solve problems with an analytical mindset.
  • Be a selfstarter who seeks opportunities to improve and tackles challenges headon.
  • Exhibit strong communication skills, both verbally and in writing.
  • Possess an "owner" mindset and seek selfimposed goals and challenges.

MINIMUM REQUIREMENTS:


EDUCATIONAL REQUIREMENTS

  • Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
  • Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a yearforyear basis.

EXPERIENCE REQUIREMENTS

  • Three years of professional administrative, financial or analytical experience related to the type of work being performed are required.
  • Professional experience related to the type of work to be performed may substitute for the education requirement on a yearforyear basis.

PREFERENCES:


  • Preferences will also be given to applicants that possess:
  • Experience in Operations or Logistics Management
  • Experience in financial.
  • Knowledge of governmental accounting, auditing, and financial reporting.
  • Knowledge of Generally Accepted Governmental Auditing Standards.
  • Knowledge of governmental/fund accounting.
  • Knowledge of planning and research principles, practices, and procedures.
  • Ability to analyze and evaluate complex accounting and financial problems, documents, and reports.
  • Ability to provide administrative and professional leadership and direction to subordinate staff.
  • Ability to communicate clearly and effectively, both verbally and in writing.
