Description

Duties:


  • Serve as a Data Entry Operator for daily Veteran and beneficiary payments, analyzes vouchers to accounting reports, and verifies funding
  • Responsible for the daytoday transactions involved in the maintenance of an integrated accounting system, while resolving of a variety of complex problems which may arise among the various types of accounting records and operations.
  • Assist in developing and implementing new accounting entries and corrective adjustments
  • Research accounting policy to assist in resolving contradictions and recommending changes.
  • Assist to ensure the Finance Center is in compliance with accounting regulations and policies that affect system operations.
  • Prepare correspondence and answer inquiries on financial management problems and procedures.
  • Review manual accounting entries that are used to adjust/correct system processing for accuracy.
  • Maintain accounting journals, general ledgers, trial balances, and Statement of Transaction reports, associated with Benefit Payment programs
  • Maintain the necessary controls to ensure financial data transmitted is accurate, scheduled, and recorded for the accounting records to reflect the financial condition of all station funds and appropriations.
  • Responsible for reviewing, extracting, and compiling fiscal data from several source documents and data elements used to update financial records.
  • Assist in converting a variety of data to report format, for use by Management.
  • Assist to ensure the Finance Center is in compliance with accounting regulations and policies that affect system operations and established policies, procedures, and documentation are maintained to reflect current business practices.

To meet the IOR you must meet the following:

Basic Requirements:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include _one _of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24semesterhour requirement of paragraph A, provided that (a) the applicant has successfully worked at the fullperformance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

Specialized Experience:

To qualify at the GS-09 Grade level
: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in federal or other service, in the normal line of progression for the occupation in the organization.

Specialized experience for this position is defined as**:
