Job Summary:


The Classification Manager works under the supervision of the Director Classification & Underwriting and is responsible for planning, coordinating and directing the activities of the Classification Department.


Essential (Primary) Responsibilities:


  • Assign and distribute all Departmental work, including mail
  • Review file consults from Classification Analysts. Evaluate staff decisions and conduct quality control reviews of Classification Analysts' work
  • Question Classification Analysts regarding overdue Class Inquiry Tasks and evaluate their responses.
  • Conduct monthly staff meetings
  • Conduct performance appraisals of classification staff
  • Participate in the hiring of Classification staff
  • Supervise training and development of technical staff
  • Maintain monthly production reports for both the department and the individual Classification Analysts
  • Administer disciplinary and personnel related matters in concert with the Director Classification & Underwriting
  • Approve/Disapprove vacation requests
  • Perform the "final" staff level review of employer class appeals.
This may include but is not necessarily limited to:

reviewing the employer's appeal letter and the information previously in the employer's PCRB/DCRB file, visiting the appellant employer's facility to actually see the operations in question, writing the staff's "final" decision letter either further explaining the PCRB/DCRB's decision or modifying that decision (as warranted) along with delineating the steps the employer must take to raise the appeal to the next level if still aggrieved.


  • Participate at meetings of the Appeals Subcommittee to the Classification and Rating Committee. Participation includes presenting the PCRB/DCRB's position and responding to Subcommittee or appellant questions.
  • Work with outside counsel when a class appeal is taken to the Insurance Department.

This includes but is not necessarily limited to:

development of a joint (appellant/PCRB/DCRB) stipulation of factual information, traveling for a formal hearing, testifying under oath including cross examination by appellant's counsel, responding to questions raised by the Hearing Officer, development of the PCRB/DCRB's post-hearing brief.


  • Initiate or respond to classification inquiries from other rating bureaus (e.g., California, Indiana, Massachusetts, Michigan, NCCI, New Jersey, New York, North Carolina, Wisconsin, the Washington State Fund or the CMRB) advising how Pennsylvania and Delaware would handle/classify the situation in question.
  • Review the Pennsylvania and Delaware uniform classification plans to evaluate areas where clarification of language or revisions to classification procedure may be needed. Develop Manual "housekeeping" language proposals to clarify intent or to bring uptodate with technological change. These proposals do not involve a class study.
  • Review and respond to employer, trade association and/or legislative requests for information on PCRB/DCRB rules, procedures or classifications or requests for changes in classification procedure.
  • Consult with other PCRB/DCRB Departments (e.g., Actuarial, Operations, Statistical, IT) regarding class questions that may arise during the PCRB's or DCRB's annual comprehensive rating values filings (in conjunction with Senior Classification Analyst
  • Technical Services)
  • Presenter as a part of the PCRB/DCRB's various seminars as they relate to classification.

Non - Essential (Secondary) Responsibilities:


  • Manage Classification Studies in conjunction with Senior Classification Analyst
  • Technical Services. Participate in planning discussions and present information in support of a potential class study. Develop the enabling Manual language for any proposed revisions to classification procedure.

Requirements:


Education:
Bachelors degree in Business or related field. CPCU or related courses a plus.


Experience:5 years Classification experience. Experience leading a team in workers comp insurance is a plus.


Skills Required:

Strong organizational, interpersonal, decision making, communication, written and management skills with the ability to work independently and adapt to various situations.

Complete understanding of classification rules and procedures. PC proficient; experience in Microsoft 365 including Microsoft Word and Excel a plus. Communicate effectively with all levels of PCRB/DCRB personnel and outside contacts.


Working Hours:

Normal Bureau hybrid Flex time is available. Employee must be flexible when needed as projects or deadlines may sometimes necessitate extended hours.
