    Nature of Work

    This is an advanced level administrative position involving the management, coordination, and development of lease contracts and licensing agreements.

    Work involves responsibility for negotiating commercial lease agreements, reviewing property appraisals, commercial leases where the City leases from others, financial statements, and other due diligence.

    Basics of this position are the demonstrated ability to source and negotiate complex commercial leases, calculate base and percentage rent, escalations and CPI increases, and other business terms and public benefits.

    This position collaborates with other departments and counterparties. Supervision is exercised over professional staff and consultants.

    General supervision is received from the Director of Real Estate & Asset Management or designee who reviews work for adherence to policy and procedures.

    This job is not of a routine, clerical or ministerial nature and requires the exercise of independent judgment and commercial real estate leasing expertise.

    Essential Functions

    Administers a commercial leasing program for the City.
    Manages external advisors to perform technical studies.
    Develops comprehensive business cases for public-private partnerships.
    Develops strategies and promotes the use of unused and under-used City properties into revenue-producing assets.

    Issues requests for information (RFI), requests for qualifications (RFQ), and requests for proposals (RFP), communicates key project information to prospective bidders and evaluating bids.

    Coordinates the negotiation of commercial leases, agreements, use permits, and public private partnerships.
    Reviews appraisals and other due diligence documents relative to leasing properties.
    Initiates the drafting of commercial leases, permits and agreements and amendments.
    Monitors the process and progress of related documents.
    Prepares legislation as required.

    Performs financial analysis of projected rents to determine greatest return to City, including experience calculating rent escalation of multi-year commercial leases.

    Coordinates activities with other City departments in the promotion of commercial lease negotiations of facilities under their control.
    Conducts field investigation of properties to analyze new revenue opportunities.
    Prepares recommendations for revisions to existing policies, procedures, and operations. Develops or recommends changes to rules, commercial leases and licenses, and other contract documents.
    Provides supporting services including the preparation of Invitations to Bid, or requests for proposals.
    Supervises professional staff engaged in monitoring and assisting with lease negotiations, agreements, and other use permits. Conducts personnel evaluations as required. Has a role in the administration of departmental policies and procedures related to new revenue.
    Represents the Assistant Director of the department or other City administrators at hearings, conferences and meetings as required.
    Performs related work as required.

    Minimum Requirements

    Bachelor's degree in Business Administration, Real Estate Management, or a closely related field and four (4) years of experience in managing commercial leasing or public-private partnerships.

    Professional certification as a Real Property Administrator (RPA) or Certified Property Manager (CPM) is desired.

    A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.

    Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

    To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
