Duties:


Typical work assignments include:


  • Provides technical advice on financial management/accounting matters and directs, implements, coordinates, and oversees a variety of complex accounting policies and auditrelated activities across Agency components.
  • Conducts risk analyses over business operations and develops and executes tests of design and operating effectives of internal controls over financial reporting and operations on behalf of the Agency.
  • Interprets accounting policies and assesses the implication on existing operations and corrective actions plans across the Agency.
  • Provides technical, professional accounting advice by recommending solutions to address accounting and financial management problems across the Agency. Makes recommendations to financial policies, issuances, and directives as a result.
  • Provides financial statement audit expertise by coordinating the annual financial statement audit between the program offices and the external auditors, interpreting audit requests, providing financial transaction (United States Standard General Ledger (USSGL) and debit/credit) expertise, and managing the timely and accurate submission of requests for the Agency.

  • This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C and 5 CFR Part 752, as applicable).
  • This position requires a preemployment drug test. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result.
  • Travel required 10% or less.

BASIC REQUIREMENTS:


A

Degree:


Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience:


At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include _one _of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24semesterhour requirement of paragraph A, provided that (a) the applicant has successfully worked at the fullperformance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4year course of study described in p
