SUMMARY:
The Director of Capital Projects and Construction is responsible for leading and managing the Capital Projects Department in the planning, budgeting, scheduling and execution of a variety of projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversee, coordinate and manage design and construction activities performed by contractors, from planning through bidding and completion.
Develop scopes of work and direct the procurement process for construction and professional service contract and contract management of the resulting contracts.
Conduct construction site visits with the purpose of observing progress of projects.
Determine contractor adherence to project plans and specifications.
Receive requests for approval of partial and final payments to contractors.
Review and approve contract drawings, specifications, and cost estimates made by architectural and engineering consultants.
Evaluate change orders and make recommendations of approval or denial, as may apply.
Evaluate and monitor all construction payments from submission until payment is released.
Oversee RFI and Submittal process for all construction projects
Monitors and, where necessary, assists in coordination of onsite activity, including demolition, utilities, site work, temporary installations and power, vertical construction, exterior and interior renovations and finish work, MEP, ORC Engineering and IT department coordination.
Communicate directly with contractors/designers concerning project cost, staffing, and scheduling.
Conduct periodic conferences to discuss the status of plans and specifications.
Act as liaison to various Monroe County officials and State of Florida agencies in order to ensure that all required permits and certificates are secured in a timely manner.
Evaluate and make recommendations to the VP of Lodging and Facilities, President, and VP of Finance, on matters requiring Board of Directors action relating to design and construction projects.
Review bid documents prepared by design consultants.
Monitor compliance with building and safety regulations at project sites.
Perform site inspections to assess emergent conditions reported by Club staff, Members and guests.
Be able to communicate with and present to board members if required.
Ensure projects are completed in compliance with contract documents, plans, and specifications.
Inspect the quality and workmanship of construction, repairs and maintenance.
Review plans and all types of submittals, contractor invoices, etc.
Prepare logs and reports, including photographs, pertaining to project status.
Ensure proper punch process and turnover of all projects
Perform other duties as assigned.
Supervision
The Director will supervise a Project Manager.
QUALIFICATIONS
Proven capability and direct experience managing high end, detailed construction projects of $15M+ construction value. Proven capability and knowledge of both civil and vertical construction means and methods.
Excellent knowledge of building systems, safety codes and other regulations.
Knowledge of administrative methods and practices used for the review of plans and specifications for engineering design and construction projects.
Experience leading RFI/RFQ processes, value engineering, project budgeting, construction cost estimating, accounting and financial reconciliation.
Knowledge of principles and practices of formal project management.
Experience in the development and preparation of construction contract documents (plans, specifications and estimates) for new building construction and renovation projects.
Ability to develop, implement, manage, and direct multiple projects and action plans while meeting the objectives and goals of the organization.
Ability to prepare RFPs for professional design services, and bid documents for construction.
Ability to organize and analyze information with efficiency and thoroughness.
Ability to communicate effectively with others, both orally and in writing including public involvement and public presentations.
Ability to establish and maintain effective working relationships with Ocean Reef Club associates, members of the Ocean Reef community, Monroe County and State of Florida officials, consultants and other stakeholders.
Ability to manage, supervise, train, mentor and develop personnel.
Knowledge of all applicable employment laws.
