The State of New Hampshire, Department of Health and Human Services, Bureau of Human Resources has a full time vacancy for Assistant Director.


SUMMARY:


Administers operations for a comprehensive human resource development and management system for the Department of Health & Human Services (DHHS).

Plans strategic, long-term HR strategies in coordination with the HR Director.

Works in collaboration with the Human Resources Director, the Division of Personnel and the DHHS Executive Team to ensure stable, efficient and responsive human resource systems with overall responsibility for:
compensation and benefits; employee relations; recruitment and retention; organizational services; and organizational development and training services.


RESPONSIBILITIES:


Develops, recommends and oversees the implementation of innovative, forward-thinking HR programs and initiatives that align with long-range strategic organizational goals, address emergent issues, and build on organizational strengths while addressing deficiencies, to include integration and coordination of all aspects of program planning and design, budget, data, personnel, stakeholder input, communication, implementation and evaluation.

Coordinates the implementation of changes to human resource programs, policies and procedures to ensure that management and staff are kept knowledgeable and current.


Evaluates human resource operations for effectiveness and efficient use of resources, utilizing HR metrics, management reports and other relevant data and statistics.

Oversees the functions and staff involved in the development of data collection methods, the data collection process, and the analysis of data to support HR and department goals, programs and objectives.

Develops reports and data-driven recommendations to address long-range needs, strengthen existing systems and respond to areas of deficiency. Authorizes and monitors the implementation of improvement plans in coordination with the HR Director.


Works collaboratively with Organizational Development & Training Services to develop and coordinate Workforce Development strategies, initiatives, and activities within DHHS that contribute to employee development and support the retention and recruitment of new and existing employees.

Authorizes the development and delivery of training to departmental staff and supervisors on an extensive array of human resource areas in accordance with state and federal mandates.

Models and supports a culture of open communication, teamwork and personal and professional accountability.

Supervises human resources staff, evaluates work performance of subordinate employees, assesses training needs for the purpose of staff development, and coordinates the provision of training and supports to address identified needs.


Oversees the operations of Compensation & Benefits Services to ensure accuracy and compliance with applicable laws and regulations in the administration of the compensation system, payroll processing and the provision of group benefit programs for employees.

Identifies opportunities for increasing the effectiveness and efficiency of operations, develops recommendations, and authorizes the implementation of improvements in coordination with the Director.


Serves as an official representative of the Department in interactions with the Division of Personnel to implement personnel actions and resolve personnel matters.

Fosters positive labor-management relations. Attends Personnel Appeals Board hearings.

Serves as a member of the HR Management Team and in the capacity of the HR Director during times of absence.


MINIMUM QUALIFICATIONS:


Education:
Master's degree from a recognized college or university.

Experience:

Seven years' experience as a professional human resources generalist, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation or related management experience.

Bachelor's degree from a recognized college or university.
