    About the Division of

    Youth Services:

    The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole.

    DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services.

    The Division operates numerous secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed.

    The Division also contracts with numerous private residential and non-residential service providers throughout the State.

    For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system.

    In addition to residential programming, the Division administers juvenile parole services throughout the State which includes but is not limited to parole supervision through case management to ensure community safety.

    This position delivers health care to detained or committed high risk adolescents in a locked, secure setting in accordance with the National Commission on Correctional Healthcare (NCCHC) standards and other nationally recognized standards.

    This position provides primary care with responsibility for a continuum of care from the initial assessment through development and maintenance of health care including physical, psychiatric, and dental maintenance.

    Clinic hours for this position are day/afternoon/evening depending on the shift offered.


    Clinical Duties:

    Ensures the provision of patient care is within standards established by the State Nurse Practice Act and the Division of Youth Services medical policies, procedures, and protocols.

    Provides initial nursing assessments and triage of requests for health care submitted by youth. Works in collaboration with medical providers to obtain laboratory and other diagnostic procedures. Administers nursing care and provides the youth education for routine, urgent and emergent medical situations within scope of practice.

    Makes decisions regarding infectious/communicable diseases, recommends referrals for specialty interventions for identified conditions and recommends supervisory review of complex medical and mental health issues in collaboration with providers and behavioral health specialists.

    Addresses and communicates confidential information regarding medical, dental, psychiatric, and mental health care to non-medical personnel with appropriate information to maintain the resident in a safe and healthy environment in accordance with Health Insurance Portability and Accountability Act (HIPAA) regulations.

    Documents all care in the electronic health record.

    Mental Health:
    Evaluates resident's mental status/mental health condition through interview, health screen, health appraisal and observation.

    Provides basic mental health intervention and refers to psychiatrist or mental health resource for further evaluation, intervention or transfer to a mental health institution in collaboration with behavioral health services staff.

    Conducts mental health referrals as necessary by coordinating with outside agencies/courts for appointments or furloughs. Actively involves parents and legal guardians in the care and treatment of the mental health of their youth.

    Follows national standards of care for safe medication administration within the state Nurse Practice Act and the Division of Youth Services policies, procedures and protocols.

    Documents, updates Medication Administration Record (MAR) by entering information into electronic health records. Monitors MARs for errors and reports errors to medical clinic supervisor and facility administration. Provides necessary education or training to staff on medications as needed. Checks in medications and packages medication for youth leaving the facility.

    Maintains clinic environment by ordering and maintaining stock supplies and equipment for the clinic and medical supplies throughout the facility.


    Health Education:

    Assesses and identifies the knowledge deficits regarding general health and hygiene topics presented by youth in routine and formal encounters.

    Provides individual and group education regarding health promotion, disease and injury prevention to youth and staff on an ongoing basis.

    Provides ongoing education regarding medication administration, infection prevention and other health related topics specific to staff.

    Note, nothing in these Minimum Qualifications alleviates the criteria to transfer licensing or any requirements by the respective board under the Colorado Department of Regulatory Agencies (DORA).

    Experience with adolescent health care.

    • Experience with mental health nursing
    • Experience with correctional nursing
    Ability to assess and coordinate community health care services to meet the needs of clients and their families.

    • Ability to collect, record, and interpret data concisely and accurately.
    • Must be a resident of Colorado one year from hire date.
    • Ability to work shift work as required.
    • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence
    • Essential Services Designation - Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.
    • Full Background - Name check, TRAILS and Fingerprinting
    • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas.
    • An annual flu vaccine or religious or medical exemption is required.

    Upon approval, a sign-on incentive based on position, ranging from $2,000 to $7,000 (prorated if a part-time position), will be given in three payments: within two pay cycles of when the new employee starts at CDHS, 180-day anniversary and 270-day anniversary with CDHS.
