    General Description:
    The San Francisco Municipal Transportation Agency's (SFMTA's) Equal Employment Opportunity (EEO) section works to ensure equal employment opportunity at SFMTA in compliance with Federal Transit Administration (FTA) requirements, and state and local law. SFMTA's EEO policy covers all employment practices, including recruitment, selection, promotions, terminations, transfers, layoffs, compensation, training, benefits, and any other terms and conditions of employment.

    The EEO unit works to eliminate discrimination, harassment, and retaliation from the SFMTA workplace, while ensuring compliance with the Federal Transit Administration (FTA) EEO requirements. The team achieves these goals by protecting equal employment rights through education and training; monitoring compliance with applicable employment laws to ensure fairness in the workplace.

    Under general administrative direction, the Principal Administrative Analyst plans, organizes, supervises and conducts important, difficult, complex, and sensitive analytical work that has substantive impact on SFMTA operations. The Principal Administrative Analyst in the EEO office will engage in analysis and reporting initiatives, reviewing demographic and employment practices data for accuracy, monitoring corrective actions by keeping track of discipline cases at the agency, and tracking compliance with Federal Transportation Authority (FTA) rules as well as other contractual agreements.

    EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

    • Directs, oversees and conducts difficult, sensitive, highly visible and complex analytical work that has significant impact on the functions and operations of the department; confers with senior management staff to discuss.
    • Conducts research and analyzes data and information from multiple sources; evaluates complex data/information from internet, databases and other sources.
    • Collects, processes and maintains data, including, semi-annual and annual workforce demographics and employment practices data (applicants, hiring, promotions,).
    • Leads detailed and comprehensive studies, including economic analyses to evaluate trends in the regional labor market including employment patterns and trends.
    • Prepares formal reports, documenting findings and making policy recommendations based on data. Presents key findings/recommendations to senior management staff, including formal presentations to groups.
    • Responds to informational requests, including those of a highly sensitive nature.
    • Consults with senior management and subject matter experts to clarify needs, define goals and identify important issues, processes, patterns and trends.
    • Recommends policies, procedures and work processes for new programs and participates in implementation of the new policies, procedures and work processes.
    • Monitors and evaluates newly enacted and proposed legislation, regulations, court decisions and/or memoranda of understanding and their implications on the department; advises management; develops comprehensive user manuals to assist in program implementation.
    • Supervises staff, including clerical, technical, and professional staff.
    • Performs related duties as required.

    How to qualify

    MINIMUM QUALIFICATIONS:

    Possession of a baccalaureate degree from an accredited college or university, AND

    Five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

    Substitution:
    Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

    Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

    Note : One-year full-time experience is equivalent to 2000 hours hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

    DESIRABLE QUALIFICATIONS:
    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.

    • Two (2) years supervisory experience.
    • Ability to communicate and provide information to non-EEO professionals.
    • Excellent interpersonal, written and verbal communication skills.
    • Demonstrated ability to analyze data to assess compliance with federal programs.
    • Experience using Human Resources tracking systems such as Oracle PeopleSoft, Performance Management Systems or other similar systems.
    • Experience with SQL or statistical analysis software is desirable.
    • Proficiency in operating computers using Windows-based programs, including Word, Excel, and database software in a standard indoor office environment.
    • Proactive and interested in continuous learning and development, with ability to multi-task and prioritize work.
    • Success at both working independently and as part of a team.
    • Work experience with governmental regulatory compliance.
