Position Description:
The Fuels Mitigation Specialist, under the direction of the Fuels Mitigation Manager and/ or Fire Marshal, perform a variety of non-emergency tasks supporting the Fuels Mitigation Program.
These activities include conducting vegetation, defensible space, fire hazard, and state-mandated inspections.Participate in public and community education, exterior hazard abatement, chipping, towing and hitching trailers, operating small power tools, administrative assignments and special projects as required.
Examples of DutiesEssential Job Functions, Characteristics Or Proper Activity
Conduct inspections of properties and buildings for exterior and general fire hazards; identify violations, issue notices, and verify corrective actions.
Investigate public and interagency complaints requiring District response and resolution.
Respond to public and District inquiries regarding exterior fire hazards.
Prepare reports documenting fire prevention and mitigation activities.
Analyze structure ignition potential in the Wildland–Urban Interface using science-based methods.
Analyze how fuel, terrain, and weather influence wildland fire behavior and structure ignition.
Recommend mitigation measures, materials, and strategies to reduce structure ignition risk.
Implement fuel modification and fuels-reduction plans to reduce WUI hazards.
Apply and understand vegetation management techniques, including tree thinning, brush removal, pruning, grazing, mowing, prescribed fire, and chemical treatments.
Assist in the development and delivery of Wildland Urban Interface (WUI) public education programs.
Prepare written and audio-visual educational materials related to wildfire hazards and mitigation.
Support and deliver presentations on WUI and wildland fire issues.
Prepare presentations, attend meetings, and support collaborative fire prevention efforts.
Collect and organize outreach information and materials for targeted audiences and the community.
Build and maintain positive working relationships with community stakeholders and partner agencies.
Attend training, seminars, and meetings to remain current on applicable codes, policies, and best practices.
Operate brush chippers, hand and power tools, and other equipment as required.
Participate in fuels reduction, pile burns, and other fire prevention field projects.
Perform light cleaning of administrative offices and district vehicles.
Assist with grounds and equipment maintenance.
Perform other duties as assigned.
Typical Qualifications
Education and Work Experience:
Possession of a High School diploma, G.E.D. equivalency or a high school equivalency certificate is required, some college preferred.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
Completion of California State Fire Marshal Fire Inspector classes is desirable.
License Required
Possession of a valid California Driver's License. Maintenance of a valid California Driver's License.
Knowledge Of
Microsoft Office including Word, Excel and Outlook.
Safety guidelines and appropriate safety procedures.
Skill To
Communicate effectively and articulately, both orally and in writing.
Follow oral and written instruction.
Interact with the public in a manner that is professional and respectful.
Ability to safely operate a Class C vehicle.
Perform administrative and clerical duties accurately.

Operate a brush chipper and use common hand and power tools.

Maintain accurate records.

Physical Requirements
Environmental Conditions:
Outside environment; exposure to noise and heavy equipment; work in inclement weather conditions; exposure to hazardous materials.
Physical Conditions
Essential functions may require maintaining physical condition necessary for standing, walking, carrying, stacking, piling, bending, climbing, overhead reaching, crouching; heavy pulling and pushing; strength to lift up to 50 pounds.

The District provides retirement pension benefits through Contra Costa County Employees' Retirement Association (CCCERA).
Legacy members (previous membership with CCCERA or a reciprocal retirement agency prior to 2013): 2% @ 55 with employee contribution rates based upon age at entry.
PEPRA (new members of a defined benefit plan; hired on or after January 1, 2013): 2% @ 62 with an employee contribution for Fiscal Year 2025/2026 of 12.81%.
All employees are responsible to pay 100% of the employee's contribution for retirement as determined by the CCCERA Board. The District will pay the employer's contribution for retirement.Safety employees who are eligible to receive the 3% @ 50 pension benefit plan shall also pay 7% of the employer's contribution.
All employees receive the FRA 414(h) earning equal to 3.91% of base salary, used to reduce the employee's share of retirement contributions.
The District contributes up to $2,605 per month to each employee based on the employee's benefit enrollment level applied to health coverage.
Exempt management employees, except the Administrative Services Director, who hold a Bachelor's degree from an accredited college or university in a related field will receive an education incentive equal to 2.5% of base salary.
All exempt management employees, who receive or hold a Master's degree from an accredited college or university in a related field will receive an education incentive equal to 2.5% of base salary.
Deferred Compensation Savings Plan (457) is available to employees. The District's contribution to all management employees who participate in the deferred compensation plan is $150 per month.To be eligible for this contribution/incentive, qualifying management employees must maintain a minimum monthly contribution of $100 to the Deferred Compensation Plan.
American Fidelity voluntary insurances are available to include a Flexible Spending Account (FSA), disability income, critical illness and life insurance.
Employee Assistance Program:
A District-paid EAP is available for employees and members of their household.
Retiree Health Savings Account:
A District-paid benefit that allows active employees to accumulate assets to pay for health insurance and eligible out-of-pocket medical expenses upon retirement, employment separation, or disability.
The District does not participate in Social Security for regular, full-time employees.$50,000 Life Insurance Policy paid for by the District with an option to elect additional coverage at the employee's expense.
Employees pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the District.
Leaves: 13 paid holidays annually; 10 hours per month of accrued vacation for under 5 years of service, 8 hours of sick leave accrued per month (unused leave applied to service credit at retirement).
