Job DescriptionJob Summary
This is an entry-level position that uses various tools and equipment, and performs heavy manual labor, to construct and maintain stormwater infrastructure. Work assignments are received from a Foreman in terms of general instructions. Work is spot-checked while in progress, and completed work is reviewed for accuracy and propriety of the final results. This position responds to emergencies during non-duty hours and must be available for standby/on-call duty on a rotating schedule.
Essential FunctionsEssential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Uses various equipment, machinery, devices, and hand tools, including shovels, hammers, axes, chainsaws, wrenches, drills, cutoff saws, grinders, torches, welders, power washers, trimmers, etc.
May assist in the operation of heavy equipment and machines, including tractors, excavators, loaders, forklifts, graders, trenchers, compactors, dump trucks, street sweepers, light to heavy-duty trucks, trailers, concrete mixers, generators, compressors, pumps, pipe jetters, mowers, etc.
Uses assigned equipment and tools in the construction and maintenance of stormwater infrastructure, streets, sidewalks, retaining walls, utility structures, and landscape features.
Performs safety checks and minor repairs on equipment.
Assists with paving and patching.
Pours and finishes concrete curbs, driveways, sidewalks, spillways, catch basin lids, etc.
Cleans catch basins, drop inlets, pipes, channels, stormwater management facilities, and other stormwater and transportation infrastructure.
Works in confined spaces when necessary and uses appropriate safety practices and equipment.
Assists with setting up cones and work signs; may assist with flagging and direction of traffic.
Restores landscaped areas upon completion of work projects.
Checks and maintains equipment, trucks, trailers, and power tools.
Collects and disposes of debris, trash, and other waste materials.
Additional Duties:
Employees in this classification may be expected to perform any related duties as required by proper authority.
Knowledge, Skills, and AbilitiesKnowledge of the materials, methods, and techniques commonly used in construction, maintenance, and repair activities related to stormwater infrastructure, erosion and sedimentation control measures, and landscape restoration.
Knowledge of the proper operation and basic repair and maintenance of the construction equipment, machinery, and trucks used in assigned sections.
Knowledge of the geographical layout of Rockdale County.
Knowledge of State of Georgia Motor Vehicles Laws.
Skill in the proper use of materials, manual and power tools, methods, and techniques used in construction, maintenance, and repair activities.
Ability to use independent judgment in routine and non-routine situations.
Ability to plan, organize, and/or prioritize assignments and work activities.
Ability to drive and operate all equipment safely.
Ability to perform heavy manual labor.
Ability to recognize hazardous materials situations and respond according to training and County policies and procedures.
Ability to understand and follow verbal and written instructions.
Ability to establish and maintain effective working relationships with co-workers, supervisors, other county employees, and the public.
Ability to withstand long periods of standing and walking over rough, uneven surfaces.
Ability to lift, stoop, bend, crouch, climb, kneel, grasp, push, pull, and reach to perform a variety of job-related tasks
Ability to communicate effectively, both orally and in writing.
Ability to lift objects weighing up to 50 pounds, unassisted.
Ability to see, including color, depth, and texture perception
Working Conditions
Work is performed primarily outdoors involving risks, discomfort, and unpleasantness such as high levels of noise, dust, grease, or mud; moving vehicles or machines; hot, cold, and wet weather. Work may be performed in confined spaces or uneven terrain. Employees are required to work in all weather conditions.
