Job Description
Job DescriptionJob SummaryThis classification conducts inspection activities at residential, commercial, and industrial construction sites to ensure compliance with applicable Federal, State, and Rockdale County codes, standards, and construction provisions. This position is responsible for reviewing plans and performing inspections of construction development sites, involving clearing, grading, paving, installation of storm drainage structures, and erosion and sediment control to ensure compliance. An employee in this class may serve as lead/trainer to the Erosion & Sediment Control Specialist to ensure departmental processes are cohesive with the administration of the Georgia National Pollutant Discharge and Elimination System (NPDES) General Permits. Work is spot checked and reviewed for accuracy and the nature and propriety of final results.
Essential Functions
Essential Functions: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Interprets and enforces ordinances and codes related to land disturbance, soil erosion, and sediment control of new and existing construction at residential, commercial, and industrial construction sites; inspects properties in the process of construction, alteration, or repair; verifies conformance to applicable codes and ordinances and approved plans; issues correction or violation notices for non-compliance; and re-visits areas with repeat violators.
Conducts inspections of each component of site plans: inspects stormwater infrastructure and manholes for proper size, material, installation, and insulation; inspects curb and gutter installation for correct measurements and material; inspects site for proper installation of erosion control devices throughout different stages of the project; compares installed items to copies of as-built and plat; and ensures that everything corresponds.
Notifies responsible contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues citations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
Administers maintenance and performance bonds for site development; calculates the amount of performance bond(s) as required for each project; maintains bond documents; inspects completed work; and returns bonds that meet standards.
Inspects and approves construction and installation of curb, gutter, storm drains, stormwater infrastructure, and sewers.
Notifies responsible inspectors, contractors, subcontractors, engineers, architects, or homeowners of code violations; discusses corrective options; issues violations; makes recommendations for stop work orders if necessary; documents findings and recommended solutions.
Receives and responds to complaints from the public regarding related ordinances; records and monitors the status of complaints from citizens; collect information and research complaints; determines the validity of alleged violations and initiates appropriate actions; maintains records of response to complaints.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures receives and reviews various documentation; prepares/completes a variety of inspection reports; compiles data for further processing or for use in the preparation of department reports; and maintains computerized and/or hardcopy inspection records.
Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles, and practices relating to site development, soil and erosion control, and construction procedures; reads professional literature; maintains professional affiliations; attends Georgia Soil and Water Conservation Commission Meetings, homeowner's association meetings, workshops, hearings, and training sessions as required; and maintains required inspection certification.

Knowledge, Skills, and AbilitiesKnowledge of department and County policies and procedures, County codes and ordinances, County Zoning Ordinances, and State building construction codes and regulations.
Knowledge of State and Federal regulations related to E and SC; knowledge of the National Pollutant Discharge Elimination System (NPDES) permits for Georgia.
Knowledge of principles, techniques, equipment, appropriate design, installation, and maintenance of E and SC measures at construction sites.
Knowledge of record keeping, report preparation, filing methods, and records management techniques.
Knowledge and principles of construction design standards; applicable laws, rules, and regulations.
Knowledge of construction methods used in residential, commercial, and industrial projects, and use of applicable inspection tools and equipment.
Knowledge of Safety requirements and OSHA standards.
Ability to recognize deviations or non-compliance to applicable codes, ordinances, and regulations related to E and SC, and NPDES programs.
Ability to keep records and prepare reports of enforcement activities for E and SC, GSWCC, and NPDES Phase II programs.
Ability to maintain cooperative and effective working relationships with co-workers, builders, developers, contractors, the general public, other local governments, and state and federal government agencies.
Ability to enforce applicable laws, rules, and regulations; while maintaining accurate records and files, as well as interpreting and enforcing inspection codes and regulations.
Ability to communicate effectively orally and in writing using interpersonal skills as applied to interaction with coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to receive work direction.
Ability to use sound judgment and interpret construction plans, specifications, and maps; Ability to read and interpret documents such as policies, standard operations, procedure manuals, etc.
Working Conditions
Work is primarily split between office and external/field locations. Employees may be exposed to dust, dirt, noise, irritating chemicals, and pollutants. Employees may occasionally be required to wear protective equipment.
Minimum Qualifications
(2) years' experience in inspection, code enforcement, or related field.
