Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


The qualifications are:

Open Competitive:
One year of clerical experience.

an employee of the Department of Transportation and have one year of permanent competitive service as a
Office Assistant 1, SG-06.


Duties Description
Typical duties include but are not limited to the following:

  • Prepare pre-award folders for analyst review (gather documents from contractors, update pre-award spreadsheet)
  • Maintain a spreadsheet of current contracts in preaward stage with all pertinent information for analyst quick reference (spreadsheet will have all descriptive information pertaining to the project, goals, Prime Contractor, date documents are due/received, etc.)
  • Provide memos and certifications for D/M/WBE and SDVOB for preaward projects
  • Assist EBO team as needed, including assisting processing any EBO access requests from staff
  • Assist RCS by locating project folders
  • Filing, Scanning, Copying as needed
  • Set up new project folders (create efiles and office working files with all subfolders), etc.
  • Enter visitors in Passage Point
  • Tracking Telecommuting Paperwork
  • Updating Organizational Charts for Main Office and Regions
  • Updating Phone Lists
  • Manage sheared Office Calendars
  • Manage Office Vehicle Requests
  • Processing EIC Upgrade paperwork
  • Coordinate OT Dispensations


Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.


Additional Comments


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
