    GENERAL SUMMARY

    This position is responsible for the development, planning and organizing of all administrative/physical security requirements as identified in F.S.S and 33 CFR Part 105 for facilities, staff, visitors, contractors, certain dangerous cargoes, high value cargoes, and security sensitive information. Responsible for deployment of physical security equipment and systems, key and lock control, and conducting facility security assessments as required by 33 CFR Part 105. Manages and provides oversight of the seaport security grant process.

    ESSENTIAL FUNCTIONS

    1. Manages assigned personnel including staff scheduling, attendance tracking, performance evaluations and discipline counseling as required. Provides leadership and supervision on all department activities including compliance with all JAXPORT policies and procedures.

    2. Managerial oversight of all Public Safety administration to include, physical security and project management. Coordinates with engineering and/or information technology on project development and management as it relates to physical security of the JAXPORT terminals.

    3. Managerial oversight of all aspects of the seaport security grant process and associated project management. Identifies grant opportunities that may support safety, security and emergency preparedness. Works closely in planning and development to identify and secure state/federal funds utilizing the Port Security Grant process.

    1. Managerial oversight for the development and modification of all JAXPORT Facility Security Plans and Facility Security Assessments in accordance with 33 CFR Part 105, to include formal observations and mitigation strategies as appropriate.

    5. Develops and implements policies and procedures for handling "Security Sensitive Information (SSI)", both electronic and paper forms in accordance with 33 CFR, Part 105. Serves as a liaison with Federal, State and Local authorities as it relates to the intake and dissemination of SSI material.

    1. Identifies and oversees procurement of all security supplies and equipment following JAXPORT procurement policies and procedures.
    2. Responsible for the oversite of the development and implementation of a comprehensive key and lock control program. Oversees management of the port closed circuit television (CCTV) system. Oversees technical support for Access Control Center including coordination of research and development of seaport security technology. Manages physical security personnel responsible for conducting security lighting surveys and reporting findings as defined in facility security plan.

    8. Supports in the development and implementation of formal security training programs in accordance with 33 CFR Part 105, as well as preparing and delivering formal presentations internally/externally to include various representatives of local, state, and federal government.

    9. Oversees development and processing of MOAs, applications, contracts, etc. for the Public Safety Department.

    1. Represent JAXPORT Public Safety at local, state and federal workshops, state working groups, funding committees and conferences.
    2. Supports the Director of Public Safety, in preparing the department's operating/capital budgets. Assists Director in the development of short and long range organizational goals, objectives, strategic plans, policies and administrative procedures, monitoring and evaluating their effectiveness
    3. Supports the Director of Public Safety with the City of Jacksonville's Emergency Preparedness, Comprehensive Emergency Management Plan (CEMP). Assists JAXPORT with Emergency Response Training, Exercise Plans, to include Homeland Security Exercise & Evaluation Program implementation.
    4. Develops, manages and administers all emergency plans in compliance with the Area Maritime Security Plan, Facility Security Plans, Continuity of Operations Plans (COOP) to include all other local, state and federal regulations that apply.
    5. Manages personnel responsible for ensuring the operational readiness of all equipment assigned to the JAXPORT Public Safety Department. Coordinates damage assessment and other post disaster matters to include on-site inspections to affected Jaxport areas.

    DIRECT REPORTS

    This position does supervise employees.

    OTHER DUTIES

    MINIMUM REQUIREMENTS

    Education:

    • High school diploma or equivalent required.
    • Bachelor's Degree in business, law enforcement, or a closely related field preferred.
    • Formal training (military/law enforcement security) in operational/physical security implementation and design, to include training/experience in conducting vulnerability assessments, antiterrorism methodologies including weapons of mass destruction preferred.

    Experience:

    • With a degree, a minimum of six years of progressively responsible experience in facility, port/seaport, maritime industry or homeland security experience required.
    • At JAXPORT's discretion, may substitute degree with at least eight years in a comparable position.
    • Management/leadership experience highly desirable.

    License/Certifications: Qualification/certification as a law enforcement instructor at the local, state and/or federal level preferred.

    Knowledge:

    • Strong working knowledge of F.S.S and 33 CFR Part 105 as they apply to operational/physical security of the JAXPORT environment.
    • Must have formal training/experience in conducting risk/vulnerability assessments in an all-hazards spectrum.

    Skills Required:

    • Must have strong problem solving skills.
    • Strong written and verbal communication skills required.
    • Ability to enforce rules/regulations and ordinances while working under stressful conditions.
    • Strong leadership skills essential.

    Travel: Frequent local travel required.

    Other Requirements:

    • Valid driver license is required and must be maintained during employment.
    • Must pass all weapons qualifications and maintain a "G" and "D" security license as described in F.S.S. 493.
    • This position is designated as safety sensitive and is subject to pre-employment and random drug and alcohol testing.
    • Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.
    • Must obtain and maintain a "Secret Security Clearance".

    PHYSICAL REQUIREMENTS

    • Frequently remain in a stationary position.
    • Constantly move, traverse inside office or on JAXPORT property to accomplish job duties.
    • Constantly operate, use or handle equipment, tools, computers and other office machinery.
    • Rarely/Never ascend, descend, work atop, traverse on ladders, equipment and buildings to perform maintenance and safety functions. Heights up to 200 feet.
    • Occasionally position self to move, to maintain or repair equipment on terminal or in office.
    • Constantly detect, determine, identify, recognize, observe, inspect to read and use computers.
    • Constantly detect, converse with, convey, exchange information with others via radio, telephone. Ability to listen to equipment to troubleshoot
    • Frequently move, transport and position, material up to 10 pounds, occasionally up to 50 pounds.

    WORKING CONDITIONS

    Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk.
