This position is part of the non-supervisory support services bargaining unit.

Qualifications:


High school diploma with three (3) years progressive experience directly related to construction management or technology integration or an associate degree in construction management or related field with a focus on technology with 1 to 2 years actual project management experience, in educational K-12, commercial or institutional building construction is preferred or a bachelor's degree in construction management with a focus on technology.

Construction experience should include contract administration, supervisory and inspection responsibilities.


Familiarity with the Board of Education policies and Department procedures and/or previous experience in public school construction in the State of Maryland is a plus.


Thorough knowledge of construction practices, techniques, materials and equipment relating to school construction with a basic knowledge of technology integration (CCTV, Access Control, Camera and PA systems preferred); thorough knowledge of architectural and engineering plans and technical specifications.


Ability to read and interpret drawings, specifications and construction documents and to compare them with various aspects of construction in progress; ability to detect errors in construction projects.

Ability to establish and maintain effective working relationships with contractors, property owners and administration teams.

Ability to accomplish satisfactory compliance with specifications and standards; ability to maintain accurate records.

Capable of managing multiple projects at various stages.

Reacts to change productively.

Ability to use a computer and a wide variety of commercially available software.

Possess good interpersonal communication skills.

Can adjust to a flexible work schedule.

Ability to exercise independent judgement to adopt or modify methods and standards to meet variations in assigned objectives.

Possession of a valid driver's license.

Must provide a cell phone for use on the job for which the employee will receive a stipend.


RESPONSIBILITIES


Under the supervision of the Technology Project Manager and the Senior Construction Manager, the Construction Manager will be responsible for managing all aspects of the construction process for applicable construction projects and assisting with technology integration projects for the school district.

Specific assignments may vary but it will be the responsibility of the CM to facilitate the development of any project from design initiation through project completion.

Projects may range in size and scope from small scale construction projects to technology related systemic projects (CCTV, Access Control, Camera, and PA systems) for the school system.

Manage and/or coordinate activities of the design/construction team members (A/E consultants, specialty consultants, operations and maintenance personnel, technology support services & infrastructure, general contractors, subcontractors, construction managers, and/or school administration personnel.)


Review contract documents to assure coordination of activities and ensure compliance with school system standards, applicable building codes, standards of practice and other pertinent regulations.

Periodically conduct observations and on-site inspections of work in progress and prepare status reports as necessary.

Monitor and/or manage project schedules and budgets and assures compliance with the approved scope of work or program.

Conduct periodic reviews of the projects to anticipate potential project problems and identify and implement solutions as required.

Participate in the selection process for architects, engineers, consultants, contractors and/or construction managers as may be required.


Maintain project data and prepare necessary change orders and other information for review by the Director and/or School Building Commission (SBC).

Maintain good working relationships with design and construction professionals.


Provide necessary coordination with school administration and staff to provide seamless customer service from project development through move-in and turn-over to the Maintenance, Operations & Energy Division (M|O|E).

Coordinate and assist in the move-in and phasing operations of construction projects.

Coordinate and schedule as required, training and orientation activities for M|O|E.

Maintain all project documents including as-builts and warranty information and coordinate necessary warranty repairs or follow-ups.

Review and recommend on progress billings and substantial completion approvals.


Periodically review test results and engineering reports to verify compliance with approved plans and specifications: approve or reject as based on findings.
