Special Security Officer in San Diego, CA.

This individual will be responsible for the operation (e.g., security, control, use, etc.) of all command Sensitive Compartmented Information Facilities (SCIFs).

All SCI matters shall be referred to the SSO. Requires active TS Clearance. This position supports our Navy customer and offers exceptional upside potential.


Established in 2002, The Marlin Alliance is seeking to hire highly skilled individuals to support mission critical projects within the Navy.

We are looking for motivated individuals to lead and support digital transformation, data science and analytics, and automation projects for variety of Navy clients.

Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies.

Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey.


  • The incumbent will be responsible for providing physical security services to oversight the Naval Information Warfare Systems Command (NAVWAR) Enterprise Old Town Revitalization with respect to the planning, design, and construction of the Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program Facilities (SAPFs).
  • The incumbent will provide SCI Physical Security Program support as described in Executive Order (E.O , Department of Defense Manual (DoDM Volumes 1 thru 3, Intel Community Directives; specifically, ICD 705, Physical and Technical Security Standards, Security Classification Guides, and other governing security instructions/directives.
  • The incumbent will conduct site surveys/visits for new facilities, review, update, process and/or submit Statements of Work (SOW), Facility Technical Drawings, Standard Operating Procedures (SOPs), TEMPEST addendums, concept request, new facility accreditations, Temporary Secure Working Areas (TSWAs), construction security plans, modified security plans, deaccreditations, security assists visits/inspections (SAVI) and square footage calculations.
  • The incumbent will provide physical security guidance to assigned subordinate Special Security Representatives (SSR), act as a liaison to Head Quarters Regional Special Security Office (HQ/RSSO), NSA, DIA and other Intelligence Agencies as the assignment requires.
  • The incumbent will manage/maintain the Commands Intrusion Detection System (IDS); to include overseeing system installations, maintenance, ensuring repairs are conducted, alarm response tests are scheduled and manage the commands Contingency Plan.
  • The incumbent will be able to work independently, under NAVWAR CODE 83 oversight & guidance, commensurate with knowledge, experience.
  • The incumbent should have a minimum of 810 years of Special Physical Security experience due to the more complex physical security matters associated with the construction of an office complex which will have more than 150,000 square feet of ICD 705 compliant space.
  • The incumbent must be able to make sound judgment decisions; must be able to interact professionally and effectively; must possess both effective oral and writing skills; and must be able to interact with personnel of all ranks/levels within the NAVWAR Enterprise, including U.S. Government Civilians, U.S. Military & Contractor personnel.

Essential Duties and Responsibilities:


  • Establish and manage SCIF facilities.
  • Collaborate with the applicable CDM Security Office on all security matters in support of SAPs and SCIF development.
  • Knowledge of and the ability to read, understand, assimilate and implement security regulations and processes in accordance with ICD 704, ICD 705, DoD M and other DoD manuals pertaining to the Physical Security requirements for Sensitive Compartmented Information Facilities SCIFs) and Special Access Program Facilities (SAPFs).
  • Knowledge of and ability to understand, assimilate and implement/execute Personnel Security requirements for SCI cleared personnel.
  • Demonstrated ability to communicate effectively with all levels of personnel and physical security processes both internal to and external of the NAVWAR Enterprise, to include both NIWC Pacific & NIWC Atlantic Special Security Offices.
  • Demonstrated ability to be an effective member of a Team and if necessary, to become a Team Leader, dependent on the scope of the OTC Revitalization Project.
  • Control and manage physical and personnel security requirements on DoD classified programs.
  • Security documentation review, assist site visits and inspections, review classified shipping, issue courier cards and letters, develop necessary training materials, and maintenance of various security related databases.
  • Receive and review SCI visit clearances, to include updating databases with clearance information, assist in the preparation for SCI
