Qualifications

  • B.A. or B.S. degree or equivalent experience
  • Five (5) years experience in either government contract administration, purchasing, business,
management, or small business ownership preferred

  • Budget and program management experience
  • Basic knowledge of manufacturing, quality control, and processes
  • Ability to master technical literature
  • Excellent communications skills, including public speaking


The Illinois APEX Accelerator Center Director who shall direct and monitor the program activities and financial affairs of the center to deliver effective services to the small business community, ensure the APEX Accelerator's compliance with applicable laws, regulations, and Executive Orders, implement the Cooperative Agreement and serve as the principal contact point for all matters involving their specific Illinois APEX Accelerator.


Center Directors should devote approximately 60% of their time to advising and training clients and 40% to managing the center and performing outreach responsibilities.

Center Directors shall provide a minimum of 600 hours of advising.


Responsibilities:


  • Guide firms through the government contracting process including assisting with understanding
required government forms, reviewing government requirements including Federal Acquisition

Regulations (FAR) and contract terms, and explaining the meaning and significance of these

requirements and terms.

  • Provides specifications and standards to firms and assists them in understanding solicitation
requirements.

  • Conduct research, using reference material, government publications, and contacts with Federal,
State, and local buying installations, to identify the segments of these markets that match each

firm's product mix and administrative and technical capabilities.

  • Provide bid leads to firms to market their products and/or services to Federal, State, and local
agencies.

  • Establish and maintain contacts within the Federal, State, and local acquisition systems, and call
on these contacts for help in assisting firms.

  • Provides guidance to qualified firms that want to pursue special business certifications such as
women-owned, minority-owned, DBE, 8 (a), or other special designations.

  • Follow up and troubleshooting assistance to firms in every aspect of government contracting from
contract award through successful contract completion.

  • Conduct onsite plant surveys to assess the potential of a firm to perform successfully in
government markets.

  • Plan and coordinate programs and activities consistent with the goals and objectives of the Illinois
APEX Accelerator.

  • Supervise center personnel and manage the center's operational budget.
  • Maintain a current reference library and database as required by the APEX Accelerator program.
  • Establish linkages and working relationships with other Centers or small businesses that may
provide additional resources to the center.

  • Maintain current data on private sector consultants for referral to members of the small business
community.

  • Maintain client records and designated CRM system.
  • Provide timely and accurate reports to the APEX Accelerator.
  • Maintain and analyze data on program effectiveness.
  • Promote the APEX Accelerator and the needs of the small business community.
  • Establish a marketing plan that will allow for high visibility of the center.
  • Coordinate and cultivate a relationship with DoD, other Federal, State, and local resource partners,
local chambers of commerce, professional associations, and economic development groups.
