- Develops preliminary designs and compiles specifications for public works construction projects.
- Collaborates with design consulting firms to guarantee that contracted design work aligns with the Tribe's construction standards and specifications.
- Conducts various engineering calculations for streets, utility systems, and construction projects.
- Creates or reviews engineering documents, legal papers, maps, contracts, and correspondence related to public works department construction projects.
- Plans, organizes, and executes public works construction projects using engineering drawings and field data. Prepares preliminary and final designs, estimates materials, generates contract engineering drawings, solicits bids, assesses bidder qualifications, conducts pre-construction meetings, and manages various project aspects such as inspection schedules, materials testing, and contract documentation.
- Acts as a liaison to consultants and the public, ensuring that project designs adhere to the Tribe's standards and specifications. Provides quality control and assurance on project designs, maintains accurate records, and communicates project modifications effectively.
- Inspects and tests materials utilized by consultants and contractors in projects.
- Participates in field work as necessary and coordinates the execution of public works construction projects, overseeing compliance with design standards, approved plans, specifications, and permits.
- Manages construction project accounting, prevailing wage compliance, and funding source reporting.
- Maintains precise field notes, conducts engineering calculations and studies, observes safety protocols, and updates department maps and engineering files.
- Operates various equipment such as small excavators, skid steers, and trucks.
- Utilizes computer-aided drafting and ArcGIS mapping software, as well as different computer programs for data processing and engineering tasks.
- Regularly attends work and interacts professionally with Tribal staff, contractors, officials, and the public.
- The terminology, methods, and practices of engineering, drafting, design, and surveying, particularly applied to Tribal public works projects;
- Materials, methods, procedures, and practices relevant to public works construction;
- Inspection and testing practices for public works construction materials;
- Consultant and contractor procurement processes;
- Federal Acquisition Regulations (FAR) and compliance requirements for federally-funded projects.
- Competitive bid processes and contractor procurement.
- Plan, organize, review, and execute public works construction projects effectively;
- Evaluate engineering designs, plans, and specifications, collaborate with consultants and contractors, and ensure project components are accurately included in bids;
- Maintain precise records and field notes, conduct engineering computations, and draft plans for Tribal public works projects;
- Interpret blueprints, designs, and engineering plans;
- Apply engineering judgment and logic to solve design and construction challenges;
- Utilize various computer software for engineering tasks and interact courteously with contractors and the public;
- Work outdoors in diverse weather conditions, navigate rough terrain safely, and operate in traffic zones;
- Establish and sustain positive relationships with department personnel, consultants, contractors, and the public;
- Deliver quality services in a cost-efficient manner, propose enhanced work methods, and physically perform job requirements;
- Possess a valid driver's license and maintain a safe driving record.

Job Description
This is a role for a skilled individual in public works construction management. The main focus will be on overseeing construction project design, bidding, contract compliance, quality assurance, and adherence to project standards and specifications. The project engineer will be responsible for implementing design standards, researching project requirements, performing GIS mapping, and ensuring that bid processes and contracts with the Tribe are administered according to departmental procedures. This position involves managing specific project components across the design, development, construction, and review phases of tribal construction projects to achieve exceptional outcomes. The work will be conducted under the guidance of the Public Works Director, with additional duties being assigned as needed.
