    Description
    Responsibilities
    Basic Purpose
    Manage Company human resources compliance programs including the drug and alcohol testing program and affirmative action planning.

    Develop and continually seek to improve processes and communications that meet the changing needs of the business and assists in maintaining legal and regulatory compliance.

    Essential Duties and Responsibilities
    Manage and maintain the Company's drug and alcohol policies and programs:

    • Administer the Company's Department of Transportation (DOT) and non-DOT drug & alcohol testing programs including pre-employment, post-accident, random, return-to-work, and follow-up testing pools and activities
    • Ensure contractual requirements are met related to drug and alcohol testing and reporting
    • Research regulatory changes (federal and state) and trends to maintain consistency and compliance with laws, company policies and procedures
    • Manage internal and external drug and alcohol audits. Gather and analyze data, prepare reports and provide responses to management and auditors
    • Provide training, consultation and expertise in the communication and implementation of related policies and procedures
    • Work with third party drug & alcohol testing companies and medical review officers (MRO) on testing and resolving issues
    • Work in coordination with employee relations team and leaders to resolve issues
    • Prepare and analyze reports for the drug and alcohol testing programs to ensure compliance with legal reporting requirements. Research information and conducts/participate in survey and data requests.
    • Maintain records in compliance with requirements
    Manage various HR compliance projects and activities such as but not limited to:

    • Handling unemployment claims
    • Upkeep of employment / labor / human resources posters
    • Managing updates to human resources policies and upkeep of the corporate policy intranet site
    • Reviewing and responding to conflict of interest disclosures
    • Upkeep of human resources intranet site
    Represent human resources in emergency response activities including policy / manual updates, exercise participation, and incident responses.
    Manage annual preparation of Company affirmative action plans.

    Work with vendor; analyze and audit data; send data; assist with preparation of written plan; and publish and communicate plan.

    Coordinate responses from external audits from the OFCCP.

    Ensure all compliance aspects of position are known and followed; understand and comply with all policies, codes, and regulations applicable to position and company.

    Performs related duties as assigned.
    Requirements
    Essential Education, Skills, Environment
    Bachelor's degree in the area of specialty and 3-5 years of related experience.
    Candidates that do not have a bachelor's degree must have a minimum of 8 years of related experience.
    Specialized Knowledge and Skills

    Demonstrated knowledge of:

    • Effective problem-solving, conflict resolution, time management, communication, decision making, presentation, organization, and interpersonal skills.

    Demonstrated skills:

    • Ability to represent the company internally and externally.
    • Ability to lead and follow-through on project implementation and execution.
    Equipment and Applications
    PCs, word processing, spreadsheet and database software.
    Work Environment and Physical Demands
    General office environment. No special physical demands required. Monthly travel to Reno required as well as driving between facilities in Las Vegas.
    On-call as needed to cover 24x7 operations which includes nights, weekends and holidays. Outdoor field and site visits may include walking on uneven/unpaved ground, climbing stairs, and other exposures to plant environments.
    Compensation

    Annual Salary:
    $87,600 (Min) to $103,100 (Mid); Up to 12% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
