Summary As a Program Analyst (Data Analyst) for the Center for Minority Veterans (CMV) you will collect data from Program and State Coordinators and Managers, NGOs, VSOs, faith-based organizations and POCs at VA's administrations, offices, and centers.

The objective is to perform data collection and analysis from all available resources and data repositories to provide informed data analysis reports on programs and activities to increase the utilization of VA benefits, services, and programs.

Responsibilities Serves as Data Analyst to analyze and advise CMV leadership on the evaluation and analysis of the effectiveness of Veteran's programs and services.

Provides data and input for CMV updates to required VA reports such as the department's Biannual Outreach Plan and Outreach Report, the Office of Diversity and Inclusion Annual Outreach Report, etc.

The incumbent will also serve as CMV's primary or alternate representative to VA's Center for Health Equity Research and Promotion (CHERP), Health Equity Coalition, Data Governance Council.

Attends and actively participates as a CMV representative at conferences, workshops, and other events.

Requirements Conditions of Employment Qualifications Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.

Specialized experience is defined as work that involves (1) Representing an office at conferences and workshops; (2) Advising leadership on Veteran programs for productivity; (3) Preparing reports for management to keep them abreast of agency programs.

Education There is no educational substitution for the GS-12 level.

Promotion Potential:

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

For a GS-13 position you must have served 52 weeks at the GS-12 level.

To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50).

Physical Requirements:
The work is sedentary. Typically, the employee may sit comfortably to do the work.

However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc.

No special physical demands are required to perform the work.
