Duties
If selected for this position, you will serve as a Contract Specialist exercising a delegation of authority to contract for a variety of services, supplies and equipment.
Typical work assignments will include:
Reviewing requisitions and determining appropriate method of procurement.
Drafting contract documents, including specifications and all standard and special contract clauses.
Coordinating contract end dates, award amounts, and other pertinent information.
Determining procedures to acquire common supplies and to obtain good or services, meet schedules, provide best prices, and conform to acquisition regulations and other department guidelines and procedures.
Performing cost analysis and other evaluation actions to determine best value/lowest bid in award decisions.If selected, you will receive formal and/or on-the-job training as needed.
You must be able to attain and retain at least a Level 1 (One) Federal Acquisition Certification in Contracting (FAC-C) as a Federal contracting professional.
FAC-C has specific training requirements with some courses online and in the classroom. To maintain a FAC-C, contract professional are required to meet a continuous training requirement.Federal Acquisition Certification in Contracting (FAC-C) certification is preferred.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible
Example:
One year at the GS-9 is required to meet the time-in-grade requirements for the GS-11 level.
You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
All applicants will be reviewed to ensure they meet minimum qualification and eligibility requirements before carrying out the rating and ranking process.
Applicants will not be further considered who will not meet within 30 days after the closing date of the vacancy announcement all qualification and eligibility requirements.

Incumbent must be able to obtain the appropriate Federal Acquisition Certification in Contracting (FAC-C) certification.Qualifications:
To be qualified for this position, you must meet both the Basic Requirements and the Minimum Qualifications.
BASIC REQUIREMENTS
Applicants must have (1) of the following:
A 4-year course of study leading to a bachelor's degree with a major in any field of study from an accredited college or university; OR,
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university; OR,
Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.
