Department Overview
The Rates department within PG&E's Corporate Affairs organization develops and provides regulatory expertise in all gas and electric rates proceedings at the California Public Utilities Commission (CPUC).
In addition, the Rates team conducts cost of service analysis, forecasts revenues, analyzes trends and underlying drivers impacting rates and bills, and supports other organizations in understanding customer usage trends as applicable towards reviewing and enhancing various PG&E programs.
Position Summary
PG&E is seeking a highly motivated Expert-level Strategic Analyst in the Electric Rates, Analysis, and Planning team with a unique combination of data analysis, data management, and data visualization.
The Expert Strategic Analyst performs detailed quantitative analysis of rate levels, trends, and drivers in support of regulatory proceedings and strategic initiatives.
The Expert Strategic Analyst provides complex technical support to company-wide rate related initiatives, develops actionable insights based on detailed analysis of drivers impacting rate levels and develops presentations to leadership; develops testimony in regulatory proceedings assessing the impact of proposals on customer affordability; guides the creation of a database of rate-related information; and responds to internal and external data requests regarding rate trends, analysis, and benchmarking.
The role is classified as hybrid (0-3 days per week in office), working primarily from your remote office and in-person in the Oakland General Office to attend team meetings or as business needs require.
A reasonable salary range is:
Bay Area Minimum:
$118,000.00
Bay Area Maximum:
$188,000.00
Responsibilities:
Develops presentations to senior leadership communicating key insights of rate-related analysis to influence decision making on strategic initiatives.
Provides expert technical support in collaboration with teams across the company to develop, confirm, and pursue rate-related initiatives.
Organizes and presents expert testimony with assistance from others.
Examines alternate solutions to issues and effectively troubleshoots problems, analyses, and provides findings and recommendations to stakeholders.
Develops new analytic tools including complex modeling, forecasting, data analysis, and evaluation to support strategic planning and decision making.
Prepares analytic support for regulatory filings and presents complex analysis to leadership or external parties.
Creates, improves, and maintains database of detailed rate-related information and trends.
Coordinates with stakeholder departments to identify and address potential business and operational impacts across the company resulting from rate-related initiatives.
Resonds to time-sensitive requests for quatitative and qualitative analysis of rate forecast scenarios and benchmarking.Qualifications:
Minimum:
BS/BA degree in Economics, Statistics, Mathematics, Business, Finance, Policy, Sociology, Engineering, Physics or other related fields or equivalent work experience.
Desired:
Master's degree in Economics, Statistics, Mathematics, Business, Finance, Public Policy, Sociology, Engineering, Physics or other related fields or equivalent work experience
8 years of job-related experience.
Expert knowledge and experience in policy development, revenue requirements, rates or accounting, and energy markets.
Ability to present complex data and findings to internal audiences including Managers and Directors and to external stakeholders, regulatory agencies, etc.
Ability to lead, manage, and analyze business processes and recommend improvements to gain efficiency and effectiveness.Ability to address complex strategic issues and takes a broad perspective to identify innovative solutions.
Demonstrates high level of innovative thinking focused on strategy and operational implementation.
Expert skills in Microsoft Excel, Word, and PowerPoint, and Power BI.
