Job Summary:


The Director of Project Controls will oversee all financial and budget activity within the Quality, Oversight and Compliance (QCO) Department.

The Director of Project Controls will work with Deputy Chiefs, Senior Directors, Project Managers, and other project team members on financial tracking and analysis of FTA initiatives as well as audit-related functions within the MBTA.

The Director will provide proper financial controls, cash flows, budget creation and tracking, and financial reporting. This includes day-to-day finance and budget activities as well as long-range planning functions.

It also includes the sourcing, development, and maintenance of metrics and dashboards, analyses of budget, estimating future demands, comparing data, and determining the availability of funds while ensuring adherence to fiscal policies and procedures.


Duties & Responsibilities:


  • Gather, track, and report on project and operating financials for projects (including FTArelated) managed by multiple teams and departments including maintaining and tracking budgets, spending forecasts, actuals, headcount, and other financial and budgetary activities.
  • Gain a strong understanding of MBTA financial systems and processes to support information inquiries, research, and reporting.
  • Develop analysis, recommendations, and decisions regarding staffing levels, subcontracting, outsourcing, and purchasing.
  • Evaluate budget and capital fund spend requests and work with key stakeholders and endusers to ensure alignment with project and operational needs.
  • Create financial presentations, dashboards, and reports for senior or executive audiences.
  • Manage any audits or reviews of project finance matters.
  • Reconcile all projects spend reports with data from FMIS, CMS, eBuilder, and other sources as applicable.
  • Evaluate spending trends to identify ways to reduce costs and increase efficiencies.
  • Oversee development of forecasting yearend results to aid in projecting the upcoming fiscal year budget.
  • Act as the project liaison to the MBTA finance, budget, capital programs, and accounting teams.
  • Direct analysis of expenditures to ensure stakeholders/endusers are operating within the limits of their approved budgets.
  • Direct updates to project financial model scenarios as the project progresses, when changes are planned or proposed, when a claim or notable risk arises, or a possible Compensation Event is identified.
  • Communicate effectively with consultants, vendors, and employees.
  • Demonstrated ability to be selfmotivated and manage multiple priorities.
  • Oversee procurement activities for required consultant, contractor, or other project support.

Supervision

  • Possible supervision of deputy directors or other reports as the team grows.
  • Perform other related duties that may be assigned.

Minimum Requirements & Qualifications:


  • Bachelor's degree from an accredited institution in Accounting, Finance, Economics, or related field.
  • Seven (7) years of experience in accounting and/or finance.
  • Five (5) years of supervisory, managerial, and/or leadership experience.
  • Budget experience in large projects/programs.
  • Ability to communicate with all levels within the organization.
  • Advanced expertise in MS Word, Excel, PowerPoint.
  • Strong communication and presentation skills.
  • Experience working with external auditors, internal controls, and compliancerelated issues.
  • Ability to weigh and manage priorities.
  • Advanced experience with or in financial reporting.
  • Demonstrated ability to influence decisionmaking.
  • Organizational skills and ability to multitask (work on several projects at once).
