- Planning, organizing, directing, delegating, and supervising complex work of a multidisciplinary staff supporting software development.
- Project management in complex/technical services, web applications, and content management to support enterprise capabilities.
- Working knowledge of the California Project Management Framework (CA-PMF) (SIMM section 17) and California Project Approval Lifecycle (PAL) (Statewide Information Management Manual (SIMM) section 19).
- Scrum Master Certification is preferred but not required.
- In-depth knowledge and experience in the Agile methodology.
- Ability to perform complex system analysis and data analysis utilizing tools such as Microsoft Excel and pivot tables.
- Strong oversight skills with the ability to analyze burn rates and formulate solutions to development problems.
- Ability to conduct in-depth analysis and deliver a high-level view of goals and end deliverables.
- Ability to complete multiple assignments simultaneously and deliver within a timely manner.
- Ability to work independently or as part of a team with minimum supervision.
- Ability to communicate effectively with users at all levels, verbally and in writing.

Description
This position supports the California Department of Public Health's (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability.
The Information Technology Supervisor II (IT Sup II) leads and/or directs application and database development, technical system configuration, performance tuning, and problem resolution. Serves as a technical supervisor in providing support and maintenance for mission critical applications and systems. Maintains and utilizes knowledge of application isolation, database configuration, server administration, web site configuration, and system security practices are required. May act in a consultant capacity advising teams on recommended solutions and providing project guidance, developing documentation, and conducting research and analysis for information technology systems. Works with programs and teams on business requirements, architectural design, and overseeing the implementation process.
This position is responsible for ensuring quality applications are developed to support the Certification and Licensing enterprise environment. Responsibilities include overseeing software developers and business analysts in a DevOps environment; planning and preparing recommendations to strengthen the enterprise environment; reviewing development and deployment activities; providing clear direction on best practices based on lessons learned; and promoting the creation and reuse of shared assets.
The IT Sup II works under the general direction of the Information Technology Manager I.
This position will perform duties within the Software Engineering and Information Technology Project Management domain.
