Schedule:

This position normally works a regular weekday daytime shift and requires scheduled/unscheduled overtime, including evenings, weekends and holidays and/or immediate response to emergency conditions.

General Purpose of the Position:

Performs work scheduling and physically locating all City-owned underground infrastructures such as water lines, sanitary sewer lines, storm sewer lines, and fiber lines with color coded paint or flags in accordance with the governing law "Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statues (F.S.).

Provides assistance, as necessary to City Surveyor in conducting land surveys and construction layouts.


Essential Duties and Responsibilities:

  • Retrieves daily utility location requests from Sunshine State One Call of Florida (SSOCOF) system; determines most efficient routes for performing work; performs work; closesout requests upon completion of work.
  • Maintains accurate record keeping by entering notes and/or photographs in the computer.
  • Uses electronic and/or paper utility maps, engineering plans, and other drawings to assist in determining the actual location of City owned underground utilities.
  • Schedules and attends meetings with contractors who have notified the department of their intent to excavate.
  • Performs field measurements and prepares notes and sketches in both electronic and handwritten format of utilities which are shown incorrectly on maps and drawings; conveys this information to technical staff who make the appropriate changes.
  • Assist City Surveyor with field measurements and construction stake out.
  • Must be able to adhere to prescribed routines and practices, establish and maintain effective working relationships with other employees and general public.
  • May be required to learn and implement new methods, technologies, and/or equipment related to this position, as they become available. May require specific training, certification or licensing.
  • Provide completed Utility Locator After Action Reports when investigating utility damages.
  • Perform other duties as assigned.

Skills and Physical Abilities Required:

  • Ability to read and interpret engineering design drawings and surveys for use in accurately locating existing facilities in the field
  • Able to perform manual labor in an outdoor setting.
  • Skill in troubleshooting and resolving problems.
  • Knowledge of terminology, techniques, tools and equipment used in engineering, drafting, surveying and mapping, through manual or computer methods.
  • Knowledge of mathematics, which may include geometry, algebra and trigonometry as required by the position.
  • Knowledge of computers, cartography and data processing.
  • Ability to operate sensitive different electronic detection equipment, to identify and trace the buried location of the underground facilities within prescribed accuracy limits.
  • Ability to produce related sketches, drawings and field locates accurately and neatly.
  • Ability to perform physical work outside in varying (which may include extreme) weather conditions.
  • Ability to walk for long distances on uneven terrain; stand for long periods of time; squat, kneel, bend, reach and/or perform other physical actions required for assigned position.
  • Sufficient eyesight to safely and efficiently perform duties, i.e., use of technical instruments, equipment, colorcoded drawings, etc.
  • Sufficient hearing to identify sounds necessary for safety, i.e., equipment warning signals, verbal commands, etc.

Equipment Used:
Ground penetrating radar unit, pipe locator, shovel, pick, axe, and hammer.


Education and Experience Required:
Graduation from high school or GED.

Minimum of one (1) year experience as a Utility Locator marking water, wastewater, reclaim water, telecommunications fiber optic, traffic fiber optic, or street lighting within prescribed accuracy limits in accordance with F.S.

556. Possession of a valid Utility Locator certification from an accredited agency within six (6) months of employment. Successful completion of administered Skills Assessment Test for Utilities Locates Technician II within six (6) months of employment. A good driving record. Possession of (ability to obtain) and the ability to maintain a valid Florida driver's license is required.

$ $29.33 per hour
