    Job Summary:
    The Liquor Licensing Enforcement Technician is a non-sworn employee of the Police Department. Duties include assisting with review of liquor license applications, and enforcing municipal codes related to liquor licensing.

    The incumbent is responsible for enforcing municipal ordinances related to liquor licensing; generating reports; documenting actions; conducting training with licensees and other groups; and working with community and neighborhood groups.

    The incumbent must be able to write clear, concise, and accurate reports, and have excellent communication and customer service skills in dealing with citizens, business owners, vendors, and coworkers.

    The incumbent may be required to testify in court and in administrative proceedings.


    The position requires working four, 10-hour shifts (with three days off); working either a day or evening shift; and being available to work weekends and holidays.

    Shift may start as early as 7:00 a.m. or end as late as 11:00 p.m.


    Experience, Knowledge, Skills:
    Minimum Requirements


    • High School diploma or equivalent.
    • Must be 21 years of age by date of hire.
    • Must possess a valid driver's license as well as a good driving record.
    • One (1) - Three (3) years' recent experience working with the public, especially in difficult situations.
    • One (1) - Three (3) years of excellent customer service skills.
    • One (1) - Three (3) years' experience working with Microsoft Office Suite, camera, video camera, scanner, and copier.
    Preferred


    • Bilingual in Spanish and English.
    • One (1) - Three (3) years' experience working with criminal justice information systems.

    Essential Functions:

    • Reviews new and renewal applications for a liquor license by reviewing criminal justice records and background check information.
    • Participates as a member of the City's Administrative Review Team.
    • Conducts compliance checks, with the aid of underage operatives at licensed establishments to prevent and discourage the Sale of Alcohol to Minors.
    • Responds to complaints from the public, members of the liquor industry and City of Greeley officers and employees regarding possible liquor violations.
    • Conducts surveillance around liquor licensed and unlicensed establishments to identify and solve ongoing complaints or issues.
    • Assists Greeley Police Department Officers with investigations or enforcement of liquor licensing laws, rules, and regulations.
    • Interviews witnesses, victims, and suspects utilizing established investigative techniques.
    • Collects and preserves physical and documentary evidence.
    • Provides training to Local Liquor Licensees.
    • Provide information regarding the rules, regulations and laws governing the liquor industry to licensees and any other persons requesting information.
    • Assists licensees with information to correct any identified issues.
    • Conducts outreach inspections at all hours' establishments to educate stakeholder(s) about liquor licensing laws, rules, and regulations.
    • Prepares case files and evidence for testimony in civil (administrative) hearings.
    • Testifies in legal proceedings.
    • Makes recommendations for administrative action against licensees as appropriate.
    • Prepares and serves investigative reports, administrative summonses, warning letters, and legal documents.
    • Communicates in a face-to-face, one-to-one setting, using a telephone or in a group setting.
    • Comprehends and makes inferences from written material.
    • Produces written material with clearly organized thoughts using proper sentences, punctuation, and grammar.
    • Enters data or information into a terminal, PC, or keyboard.
    • Learn job related material through verbal instruction, observation, lectures, and/or reading.

    Work Environment and Physical Requirements:

    • Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks.
    • Frequently works with light objects and light hand tools.
    • Occasional moving of equipment weighing 25 lbs. + pounds.
    • Use of a ladder with heights not exceeding 12 feet.
    • Frequent contact with the public sometimes facing adverse situations with citizens.
    • Work schedule includes evenings, shifts, holidays, and weekends.
    • Required to drive a City vehicle in all weather conditions.
    • Exposure to all weather conditions.

    Travel:

    • Approximately 60% of travel is required.
