Summary Description

  • Reporting to the Director of Leasing and Compliance, the chief responsibility of the Assistant Director of Occupancy is to maintain a high occupancy rate at buildings owned and/or managed by WSFSSH and conduct all duties in compliance with Low Income Housing Tax Credit guidelines, subsidy guidelines, and equal housing opportunity laws. In carrying out these duties, the Assistant Director of Occupancy interacts extensively with both external stakeholders (government entities, potential tenants) and internal staff to ensure that WSFSSH meets its occupancy requirements. This position supervises a team of Occupancy Specialists.

Primary Responsibilities:


  • Analyze the occupancy rate at sites in portfolio and determine the appropriate number of interview/appointment notices
  • Oversee the administration of rental subsidy programs that include Low Income Housing Tax Credit, HUD, Section 8 and etc.
  • Collaborate with the Leasing & Compliance Assistant to track responses of applicants regarding their interview/appointment notices or rejection letters
  • Review and submit thirdparty income verifications to city and state agencies
  • Run and manage Enterprise Income Verification (EIV) reports and background checks
  • Prepare income certification package and submit to the city for approval (if necessary)
  • Conduct weekly vacancy meetings with designated members of building staff in portfolio
  • Prepare weekly vacancy reports for buildings within portfolio
  • Finalize initial leasing and subsidy paperwork and submit to the buildings to ensure the files are delivered and comply with the standard tenant file setup
  • Manage large amounts of data such as annual contract rent increases, legal rents, income limit changes, etc.
  • Coordinate with the management team to ensure the apartments are ready for moveins
  • Input applicant information into the property management database
  • Assist with leaseup of new WSFSSH developments
  • Travel between Central Office and other WSFSSH sites as necessary
  • Assist with other duties as needed

  • Act as liaise effectively with Core staff members including Accounting, Property Management, IT and Asset Management.
  • Comply fully with all WSFSSH confidentiality guidelines, safeguarding confidential information at all times.
  • Attend training sessions and conferences as required for enhancement of job skills.
  • Remain flexible with scheduling as necessary to meet deadlines and accomplish site goals.
  • Demonstrate flexibility and initiative to work both independently and as part of a team.

Required Skills:


  • Bachelor's Degree in Business Administration preferred or High School Diploma/GED Required
  • Minimum of two years of experience in Supportive Housing, Low-Income Housing Tax Credit, HUD, Section 8 Subsidy, Property Management, and/or affordable housing programs
  • Minimum of two years of managerial experience
  • Proficient in Microsoft Word, Excel, Outlook, and Teams
  • Occupancy Specialist Certification Preferred
  • Ability to work with a highly diverse population and/or those with special needs
  • Demonstrated experience in project management, affordable housing programs, income certification and/or subsidy/regulatory compliance, property management and/or other areas related to WSFSSH's Asset Management function
  • Possess excellent organizational, interpersonal, verbal, and written communication skills
  • Ability to prioritize and work independently to problemsolve any discrepancies
  • Experience with RealPage's, OneSite or other property management software preferred
  • The ability to liaise effectively with supervisor, asset management staff, and other WSFSSH employees throughout the organization to achieve the Asset Management Team's goal
  • Be emotionally, mentally, and physically able to perform job responsibilities
  • Maintain a strong and reliable work ethic and work schedule
  • Must be willing and able to be flexible and adaptable, to multitask, to effectively handle competing priorities, and to hold and exercise effective and appropriate professional boundaries
