Position Information
Materials and Tests Division (MTD) is looking for a Construction Inspector II, III, or IV in the Prefabricated Structural Materials Section (PSTR).
PSTR provides support to bridge and highway construction projects statewide by performing in-plant Quality Assurance (QA) product inspection, material testing, and manufacturing process oversight, as well as, overseeing the state's Quality Monitoring (QM) and related material quality programs for various bridge components (girders, bearings, etc.), drainage structures (pipe, box culverts, etc.) and numerous other structural products and materials.

Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform material tests and manufacturing process inspections at multiple fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Construction Inspector IV
Oversees inspection of fabrication methods and workmanship to ensure fabricators build roadway s , bridge s , drainage structures, and other similar bridge and highway related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; or oversees statewide oversight activities in prefabricated structural material fabrication plants; acts as a consultant regarding work progress and problem resolution and/or provides statewide technical assistance and training in support of implementation, oversight and review of structural products or materials fabrication, testing, and inspection activities.
Trains others and may lead the work of professional and technical employees. Responsible to a licensed professional engineer who has full authority for final approval of all engineering-related work. May perform material tests/manufacturing process inspections at multiple fabrication sites. Work requires contact with other governmental agencies and private entities to include fabricators and contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Construction InspectorII

Analyzes complex prestressing procedures to identify deficiencies and recommends improvements to management.
·
Drives and travels by other modes to geographically separated structural precast concrete product fabrication plants to monitor Quality Control / Quality Assurance (QC/QA) and Quality Monitoring (QM) program status; perform unannounced inspection of operations and meet with supervisors and managers to resolve problems.
Ensures fabricators build, and repair structural precast concrete members using appropriate approved constituent components (cementitious materials, aggregates, admixtures, approved repair materials), on highway and bridge structures, drainage structures, and other precast concrete structures in accordance with plans and specifications.
Observes and inspects ongoing fabrication processes of precast/prestressed concrete members (bridge girders, bent caps, piling, and bridge deck panels), precast concrete drainage structures (box culverts, reinforced pipe, manholes, inlets, and junction boxes) and other structural precast concrete components.
Performs other job responsibilities as assigned.
Construction Inspector III –
all the above and:

Interprets plans and specifications and negotiates with producers and suppliers to resolve differences.
·
Prepares and reviews correspondence.
·
Assists division engineering staff in conducting formal audits of major and minor structural prestressed concrete product fabrication plants, precast concrete drainage structure product fabrication plants, and other miscellaneous non-stressed precast concrete product fabrication plants.
Informs plant personnel of material or production problems, rejects substandard material and assists in determining cause for material problems.

Mentors and develops technical employees in test and inspection procedures and material specifications.
Construction Inspector IV Performs - all the above and:·
Resolves differences in interpretation of plans and specifications.
·
Assists division engineering staff in development of audit programs, performing audit training, and conducting formal audits of precast/prestressed concrete fabrication plants.
Independently schedules, coordinates, and performs in plant structural product inspections and intermediate audits at local and/or geographically separated locations.
Minimum Qualifications:
Education :
High School Grad or Equivalent in general high school studies.
Experience :
Construction Inspector II
-5 years in construction or fabrication of structures, structural maintenance and repairs, construction inspection of structures, engineering support, structural materials or process fabrication inspection; or related experience.
Construction Inspector III
Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle.

May require certification from one of the following:
