MINIMUM QUALIFICATIONS:
Completion of undergraduate major core course work in Business Administration, Finance, or a closely related field with a major in Accounting, Finance or similar area.
Minimum of five years of experience with fund based budgeting and management, computerized financial records, general ledger, payroll, AP/AR, and cost accounting.
Knowledge of financial analysis and planning and agency, state, and/or federal statutes, rules, regulations, and procedures governing fiscal activities. Must possess ability to communicate effectively and possess strong problem solving skills with attention to detail.* or education, training, and/or experience in an amount equal to the Minimum Qualifications stated above
JOB DUTIES:
Prepares and recommends tax budgets and appropriations for Administration. Monitors and reviews monthly budget status. Reviews and recommends appropriate budgetary changes throughout the year.
Performs advanced level accounting duties related to the oversight, management, and analysis of departmental budgets, identifies and reconciles variances, and provides guidance and support to departments.
Plans, directs or conducts the preparation and control of cost allocation plans charge back systems; plans and directs contract compliance program and monitors the cost of departmental operations against approved budget and recommends required corrective actions; directs the administration of various intergovernmental aid and debt financing funds received by the County.
Assists the Director of Management and Budget in the oversight of county budgetary matters, recommends and implements fiscal management programs, policies and procedures related to revenues and expenditures, and provides management budgetary analysis, studies and research.
Prepares annual summaries of county finances under the control of the County Commissioners. May serve as the county Prevailing Wage Coordinator. Represents the Director of Management and Budget during his/her absence.Plans and directs or conducts feasibility studies and fiscal impact analysis to achieve coordination, efficiency and cost-effectiveness of county operations and services; coordinates related programs and activities between County departments; directs or conducts research and studies of County matters; recommends actions for improvement to operations and productivity to the Director.
Plans, coordinates and directs departmental inventory control and risk management activities. Assists with the retention, maintenance and disposal of official records.Works alone or with other persons in short or long-term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned.
Works aggressively to reduce or eliminate safety/risk concerns in current position or work location. Reports safety/risk management issues to immediate supervisor. New and other related duties as assigned
