Duties:


1. Lead program manager for Special Access Programs/Compartmented Access Programs and unique ISR capabilities into wing operations.

2. Serves as the Wing's SAP/CAP expert and represents the Wing on key intelligence, national and theater committees and working groups related to SAP/CAP Programs.
***
3. Manages 480th ISR Wing Advanced Programs for Wing staff and subordinate units. Manages access to SAP/CAP Programs.
***
4. Provides enterprise and subordinate organizations worldwide with authoritative guidance on aspects of SAP/CAP Program management.

Qualifications:


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED:Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.


Examples of creditable experience include:
Thorough understanding of the concepts, principles, processes, policies, and directives that govern all SAP and CAP programs. Knowledge of DoD and AF advanced programs. Experience operating within a SAP/CAP environment.


Note:

Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.



AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Knowledge of a wide comprehensive range of knowledge of intelligence collection, intelligence analysis and SAP/CAP Access Program concepts and management. Knowledge of Air Force and Joint intelligence doctrine, cycles and intelligence associated tactics, techniques, procedures and equipment; and of the role of intelligence capabilities in supporting air and joint/combined campaign planning.
  • 2. Expert knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, analysis, and other intelligence collection related activities.
  • 3. Extensive knowledge of advance principles, concepts, and methodologies of operationalizing access to special/compartmented access programs and integration into analytic operations. 5. Knowledge of security concepts, principles, and practices to operate effectively within special/compartmented access programs. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and/or justify a position effectively.
  • 6. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision making purposes.
