Introduction:


The Governor's Office of Crime Prevention and Policy (GOCPP) provides access to federal and state grant funds in an effort to support the Governor's initiatives to fund the police and reduce crime, provide for victims services and for children & youth to mitigate adverse childhood experiences.

Main Purpose of Job:

The Juvenile Justice Specialist provides staff assistance and assists in managing several federal and/or state grant associated programs administered by GOCPP.

The Specialist serves as the link and facilitator for child welfare and juvenile justice related groups and activities within GOCPP.

A Specialist must develop a solid understanding of the regulations that govern the specific project that he/she assists in overseeing, as well as provide liaison with officials in other agencies in the State, legislature, the federal government, private industry, or local government agencies.


This position requires someone who has excellent oral and written communication skills and the ability to work effectively with a diverse constituency and has good organizational skills.


This is a contractual position with limited benefits

POSITION DUTIES:


  • Coordinates interagency meetings and provides liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies as it relates to the administration of assigned State or federal grants.
  • Assists in assuring the office is in compliance with meeting requirements, group membership, and other tasks required to maintain federal or state compliance.
  • Participate in various trainings, webinars, forums, etc. regarding juvenile justice and child welfare related issues.
  • Respond to stakeholder and public inquiries regarding various office programs.

Title II Juvenile Justice Delinquency and Prevention Act

  • Assist with staff support to the State and federally mandated Juvenile Grant Planning and Review Council (SAG). Specifically, manage the administration of the State Advisory Group's Emerging Leaders Subcommittee including the preparation of any final reports and suggested recommendations for the improvement of the subcommittee operations.
  • Attending and/or planning for meetings, events and other required activities.
  • Preparation of meeting minutes, agendas and followup for action items identified by the SAG and subcommittees.
  • Ensure that membership for the SAG is current as required by the Juvenile Justice and Delinquency Prevention Act.

Children's Justice Act Committee and Federal Grant

  • Assist with staff support and grant management to the State and federally mandated Children's Justice Act Committee.
  • Attending and/or planning for meetings, events and other required activities.
  • Preparation of meeting minutes, agendas and followup for action items identified by the CJAC.

MINIMUM QUALIFICATIONS:


Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
One year of administrative staff or professional work.

DESIRED OR PREFERRED QUALIFICATIONS:


  • Experience working with local, state, and/or federal government entities in regard to juvenile justice or grant management.
  • Experience in collecting, analyzing and presenting program data to individuals/groups both orally and in writing and in nontechnical language.
  • Experience converting program data into written reports (critical/technical/evaluation).

LICENSES, REGISTRATIONS AND CERTIFICATIONS:

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Contractual employees who work for an agency and have a current employment contract of 30 or more hours a week (or on average 130 hours per month) will be eligible for subsidized health benefits coverage for themselves and their dependents.
