BSA Compliance Manager

PRIMARY RESPONSIBILITIES


The
BSA Compliance Manager is responsible for assisting the Vice President, BSA Officer in developing, implementing, and administering all aspects of the BSA/AML/OFAC compliance program for NHMB and its' affiliate banks
Meredith Village Savings Bank (MVSB),
Merrimack County Savings Bank (The Merrimack),
Savings Bank of Walpole (SBW), and the trust customer segment of
New Hampshire Trust Company (NHTrust).

The BSA Compliance Manager plays a crucial role in ensuring the organization's adherence to anti-money laundering (AML) regulations and the Bank Secrecy Act (BSA).

Responsibilities include managing a team of BSA Analysts, the coordination of work within the department to ensure all deadlines and quality standards are met, and performing Analyst related duties as need to ensure the team's SLAs are met.


DESIRED JOB EXPERIENCE


A minimum of 7 years of experience in the financial services industry with an emphasis on BSA/AML/OFAC compliance, including 3 years of supervision experience.

ACAMS Certification:
ACAMS or equivalent qualification required upon hiring or attainable within 12 months of hire.

ESSENTIAL FUNCTIONS

  • Assists the BSA Officer with overseeing all aspects of the BSA, AML and Office of Foreign Assets Control (OFAC) program management.
  • Manages the workload of the BSA team, delegating and assigning tasks according to the team's needs and individual strengths. Tracks performance and development of department through training, coaching, and regular evaluations.
  • Conducts quality assurance on the work of the BSA analysts, documenting findings, and providing feedback. Develop in-house training and mentoring for new team members, including the Verafin system.
  • Monitors transactions, accounts and customers to ensure the detection of potentially suspicious activities. Accurate and timely reporting of all regulatory reporting such as, but not limited to, SAR and CTR filings.
  • Ensures the BSA team meets established SLAs by performing BSA Analyst tasks as needed.
  • Contributes to the SAR Committee and other intra and inter-department initiatives.
  • Assesses the quality of customer activity alerts generated, working alongside the BSA Officer and third-party vendors to refine parameters, triggers, risk factors, and thresholds.
  • Responsible for independently staying abreast of legal and regulatory developments that may impact NHMB's BSA Program and maintaining compliance knowledge proficiency for the Bank Secrecy Act (BSA), USA Patriot Act and OFAC. Commits to annual BSA/AML training requirements and continued knowledge development.
  • Assists the BSA Officer with preparing for independent audits and regulatory exams as well as delivering BSA/AML/OFAC related trainings to all areas of NHMB.
  • Performs additional duties as requested.

  • Managing compliance risks with OFAC, CIP, Beneficial Owner and Suspicious Activity Reporting and ensure reporting deadlines are met.

Success Measures

  • Accurate and timely completion and filing of all aspects of BSA compliance.
  • High degree of accuracy across tracking systems and timely preparation of internal and external reporting.
  • Effective use of robust BSA/AML monitoring software.

MINIMUM PHYSICAL REQUIREMENTS


Physical surroundings are generally pleasant and comfortable with mínimal exposure to injury or other hazards with moderate level of noise.

Independent means of transportation for travel on occasion to branches and departments as well as meetings, trainings, etc. Overnight travel required for some conferences or vendor visits/training. Minimal physical effort required with very occasional lifting of up to 30 lbs. Normally seated with the freedom of movement on a regular basis.
