Jacobs is seeking a radio frequency (RF) engineer to join our team of qualified, diverse individuals supporting the Defense Information Systems Agency Joint Interoperability Test Command (JITC) Test, Evaluation, and Certification (TEC) contract at Fort Huachuca, Arizona. The selected candidate will join the Radio Test Facility (RTF) Engineering and Lab Support standards conformance and interoperability test team to support the functional areas of High Frequency (HF) Communications, Ultra High Frequency (UHF) Satellite Communications (SATCOM) and Very High Frequency (VHF)/UHF Line of Sight (VULOS) Communications capabilities.

Work to be performed on-site supporting a secure stand-alone test facility. Remote work is not possible.

The selected candidate will:

• Assist in planning, developing, implementing, and maintaining a Transmission Security (TRANSEC) test capability at JITC to include characteristics and algorithms associated with Low Probability of Detection/Low Probability of Interception (LPD/LPI) waveforms.

• Participate in TRANSEC related meetings and technical discussions to engage with stakeholders during development of TRANSEC requirements to include identification of critical mission threads, development of specific test strategies for TRANSEC devices, and creation of future operational scenarios and procedures.

• Provide technical input on current/emerging TRANSEC documentation to include device Standard Operating Procedures, Interface Specifications, Service test planning documentation or any other relevant documentation.

• Develop a comprehensive OT&E strategy for TRANSEC to assess the capability of test resources (operational sites, host platforms, and equipment) with the test and evaluation (T&E) community to evaluate TRANSEC features,

• Develop high level test plans and procedures against emerging TRANSEC requirements to assess and certify various communications systems.

• Develop detailed technical test procedures such as a Requirements Matrix, Test Equipment List, Test Configuration Diagrams, Stepped Procedures and Data Collection Forms.

• Conduct test technology and resource gap analysis of current RTF test capability to develop investment proposals covering implementation and sustainment funding requirements to maintain a persistent TRANSEC test capability.

• Provide engineering assistance and guidance to test team regarding Unit Under Test performance deficiencies, system failure root cause analysis, and impact statements for unmet or untested criteria.

Here's what you'll need:

Requires a Doctorate and at least 4 years of experience or a Master's degree and at least 10 years of experience. Relevant technical degrees include Physics, Operations Research, Computer Science, and Mathematics. Curriculums in other various engineering and science disciplines may be considered. Related certifications in the area of specialization may be substituted for 1 year of experience. Experience must be related to the job duties

• This position requires an active Secret security clearance on hire date.

• T&E experience associated with radio communications and RF engineering concepts to include but not limited to basic radio components/design, RF Power, RF modulation techniques, interleaving/encoding, RF test, measurement and diagnostic equipment, and RF related test measurements. Electromagnetic interference and electromagnetic compatibility experience is desired.

• Possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment and organize work assignments to meet established timetables.

• Quality oral and written communication skills, with the ability to write and present complex issues in a clear, concise, and easily understood manner.

• Attention to detail creating, reviewing, and editing requirements, specifications, test plans, and recommendations related to proposed solutions.

• Proficient in standardized requirements analysis.

• Demonstrated ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.

Desired Qualifications:

• Familiarity with TRANSEC and LPD/LPI waveform operations and testing.

• Familiarity with Military Standards , -141, -182, -183, -220, -241, and -242.

• Familiarity with Standardization Agreements 4285, 4415, 4539, and 5066.

• Experience leading teams of 15 personnel or more in a highly technical environment.

Essential Functions:

Physical RequirementsWork may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.Work EnvironmentAn inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.Equipment and MachinesAbility to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.AttendanceCore work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.Other Essential FunctionsMust demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
