    Summary

    This position is in the Office of Acquisition and Grants Management of the Federal Highway Administration (FHWA). The employee serves as a Grants Management Specialist responsible for a full range of activities in financial assistance, from selection to award and closeout. The employee supports program officials in planning sessions for discretionary grant programs, supports the award of grants and cooperative agreements, and monitors progress of grant awards to ensure compliance.

    Duties

    As a Grants Management Specialist, you will:
    • Be responsible for the negotiation, award, and administration of discretionary Federal assistance agreements (grants and cooperative agreements) for a wide range of programs to include research, specialized studies, and/or construction to support DOT and FHWA carry out their mission and strategic goals.
    • Apply skills and knowledge related to grants management policies, procedures, and regulations as defined by laws, rules, policies, procedures, and methods governing the administration of Federal grants and cooperative agreements.
    • Be responsible for preaward functions such as drafting Notices of Funding Opportunities (NOFOs), budget review, risk assessments, and negotiation of terms and conditions for Federal assistance awards in accordance with 2 CFR 200 and agency policies, and procedures.
    • Review grant applications for eligibility and completeness. Provide technical advice and assistance in the development of criteria for evaluation of the grant applications and support the selection process.
    • Monitor and evaluate recipient performance, negotiate agreement changes, authorize payments, and resolve postaward issues.
    The ideal candidate will have a solid background and experience in the award and administration of Federal financial assistance awards using applicable laws and regulations such as 2 CFR 200. They would possess expertise with developing Notices of Funding Opportunities (NOFOs), conducting budget reviews (to include cost analysis), risk assessments, and negotiation of terms and conditions for grants and cooperative agreements in accordance with 2 CFR 200. They would possess expertise with post-award administration of financial assistance awards to ensures compliance with terms and conditions and applicable regulation and monitor the use of federal funds. It is recognized that the breadth and depth of experience will vary by grade level of the candidate. It is considered favorably, although not required, for the individual to have knowledge and familiarity with construction grants; interpreting applicable laws and regulations and providing advice and policy guidance; and providing training and technical assistance to program staff and/or grantees.

    • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
    • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
    • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
    • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
    • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency's telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
    Qualifications

    To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.

    For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included:
    • Experience with grant management activities across the typical grant life cycle: pre-award, award, post-award, and close-out; AND
    • Experience applying and/or interpreting applicable grant management laws and regulations and/or other related guidance; AND
    • Experience providing management advice and resolving problems related to grant management activities and processes.
    For the GS-14: You must have at least one year of experience, equal or equivalent to the GS-13 grade level, which included:
    • Experience with awarding and managing grant management activities across the grant life cycle for a wide range of grant programs and grant type; AND
    • Experience providing advice and guidance on a variety of grant management programs, policies, regulations, procedures, and practices, relevant to grant programs addressing any of the following: research, specialized studies, and/or construction; AND
    • Experience monitoring grant programs and frequently acting as the grants management decision maker concerning a grant action/matter.
    You cannot qualify based on education, you must meet the specialized experience noted for each grade level.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
    2. Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
    3. Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement, as space allows for each location. It is possible to select a location that no longer has space available and, in that instance, the selecting office will not be able to move forward with placement. Given the nature of the ADL program, many locations are operating under desk share and a dedicated workspace is not always available.

    Salary will be adjusted in accordance with the locality pay for the specific area.

    Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations advertised in this announcement. Relocation may be available for applicants located outside of the advertised duty locations. Employees who are not eligible for relocation because they reside in one of the advertised locations may apply for positions in other advertised duty locations; however, if selected, they must move themselves to the locations at their own expense.

    Positions under the ADL program have several unique requirements, such as remote supervision, the required signing of an ADL agreement, and increased travel.
