This Limited Term position may be up to 12 months, may be extended to 24 months or become permanent at a later date.


Under the general direction of the Staff Services Manager I (SSMI) of the State Grants Management (SGM) Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Representative (HCDR) II is responsible for all phases of administering the Department of Housing and Community Development's (HCD) complex grant agreements in compliance with state requirements.

Staff will independently perform all actions associated with grant management, including file maintenance, program database input, monitoring activities, record keeping and reconciliations with accuracy.


  • The SGM Branch is primarily responsible for the fiscal and contract management of state funded grant programs including monitoring and clearing of standard agreement conditions, processing of fund disbursement requests, monitoring of grantee reporting requirements, maintaining contract files and providing technical assistance to grantees to ensure programmatic and statutory requirements and timelines are met.

Desirable Qualifications
Experience interpreting Government Statutes, Regulations, Guidelines or Policies, and communicating the requirements to stakeholders and/or the public

  • Experience in Real Estate, Property Management, Underwriting, and/or Loan Closing especially in the Affordable Housing industry
  • Ability to work effectively with Governmental Agencies, Private Sector Organizations, Interdepartmental Teams, and other Stakeholders
  • Experience with Grant Monitoring, Program Compliance, and Disbursements
  • Ability to prioritize workload without direction as needed to meet Deadlines, and easily adapt to changing priorities
  • Knowledge of HCD's Housing Programs
  • Proficiency in Excel, Proprietary Database Applications, and/or other Computer Related Software
  • Ability to work independently and as part of a team
  • Strong Organizational, Writing, and Editing Skills
