Duties:


  • Oversee acquisition of Communications and Information Technology (CIT) systems and devices and performs analytical duties related to the program and resource management of systems/equipment acquisition/implementation efforts.
  • Develop acquisition plans that identify all actions and required information related to a phase of the equipment development and acquisition process.
  • Coordinate preparation of program documents such as the Acquisition Plan, Systems Engineering Management Plan, Systems Implementation Plan, Test and Evaluation Master Plan, and the New Equipment Training Plan.
  • Lead integrated product teams (IPT) in the synchronized implementation of CIT systems.
  • Serve as a Contracting Officer Representative for assigned contracts and coordinates contractual issues with contracting officers and Defense Contract Management Command representatives, as required.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet the DoDI requirements applicable to the Career Category of Program Management and Practitioner Career Level Certification must be met within 60 months.
  • This position requires submission of a Financial Disclosure Statement, OGE450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The duties of this position require that the incumbent travel frequently and sometimes on short notice, possibly for extended periods, to CONUS and OCONUS locations, using the most expeditious mode of transportation available.
  • Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

  • To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience is defined as performing duties that include:1) Developing Information Technology (IT) acquisition plans by communicating directly with stakeholders to determine program requirements and priorities;
AND 2) Evaluating IT program progress and provide strategies to maintain program effectiveness and efficiency;
AND 3) Oversee contractors' progress to ensure work meets IT program specifications and include meeting cost, schedule and performance goals.

  • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH02/GS11)

Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
