    Description:

    The IO&T Coordinator serves as the Defense Health Agency-Facility Enterprise (DHA-FE) expert for the planning and execution of IO&T projects , specifically related to and regardless of funding source: , furniture, furnishings, fixtures, medical equipment, casework, millwork, artwork, and signage, (aka "FFE") and facility related control systems (sometimes referred to as "low voltage systems (LVS)") to include, but not limited to, resource protection, information technology (IT), and communications.

    Additionally, he/she ensures Transition services/tasks are properly planned, coordinated, and executed which includes, but is not limited to, storage, delivery, installation, testing, certification, infection control, excess/DRMO/DLA process, for all FFE-LVS, DMLSS regulations, move sequencing, staff training, public relations and facility ceremonies.


    Roles and Responsibilities:


    Assist and advise government personnel in the creation of criteria, standards, tools, templates and other products in support of the military medical facilities enterprise.

    Assists Project Officer and IPT planning efforts and assists the life-cycle project team in managing the project's outfitting and transition requirements to include but not limited to scope, schedule, quality and budget.

    Provides "IO&T Quality Oversight" to ensure compliance with requirements.
    Maintains constant communications with all assigned project planning personnel and conducts site walk-throughs with planning personnel and alone.
    Tracks assigned projects budget at all times and assists DHA-FE with remaining within allocated budget.
    Validates all IO&T project commodities/services budget documentation and creates IO Reconciliation modification documents for review/approval by DHA-FE and Agent.
    Monitors/ensures project artwork budget remains within federal law allocations. Coordinates with Interior Designer planner on any artwork issues.
    Conducts all project pre-final acceptance, re-inspections after delays, and final FFE-LVS inspections.

    Includes full functionality testing and coordination of medical equipment testing for all new and reuse FFE-LVS to support user mission.

    Assists IO&T contractor and Agent with creation of punch list and tracks/coordinates punch list corrective actions.

    Conducts site visits throughout construction to assist DHA-FE identify any infrastructure deficiencies supporting FFE-LVS.Evaluates construction with FFE-LVS documentation to ensure all electrical, mechanical, communications, IT (LAN/WLAN), plumbing...

    infrastructure is correct and properly located to properly support all contractual FFE-LVS.Ensures all transition/move contractual requirements are delivered and provided to medical users per contractual requirements.

    Assists medical staff with understanding all stakeholders' roles and responsibilities throughout transition process.

    Coordinates with Medical Logistics and Medical Maintenance to ensure all new FFE is properly/timely input into DMLSS.Coordinates with MTF IT, IT Planner and DHA-IT (J6, J8..) to ensure all communications equipment is planned, coordinated, delivered, installed, tested and certified prior to OFB.Validates contractor provided DD250 (Equipment Receipt) and coordinates appropriate MTF signatures.

    Validates, tracks, and ensures contractor coordination of all excess/DRMO FFE-LVS with appropriate user, DLA or other government agencies. Assists MTF with DD-1348 information as necessary.

    Responsible for the development and preparation oversight of IO&T "Requirement Documents" to include but not limited to:

    • Documents mandated by law (I.
    e. criteria found in the Unified Facilities Criteria (UFCs)). -Performance-oriented documents (I.e. Statements of Work (SOW)/Performance Work Statements (PWS). -Detailed design-oriented documents (I.e. drawings, specifications, narratives, project room contents lists/reports (PRC) Comprehensive Interior Designs (CID), transition submittals, etc.) -Standards, specifications and related publications issued by the government for non- repetitive items (I.e. Performance and Prescriptive Specifications).

    \Serves as DHA-FEs advisor on:

    all FFE-LVS commodities and their infrastructure, integrated project schedules, transition/move planning and coordination, excessing FFE-LVS, interim phasing facilities, interim storage/warehousing, security provisions, FFE-LVS delivery/installation, testing and certifications, aseptic cleaning, staff orientation and training provisions, inspections and acceptance protocols, DMLSS property 'gain/loss' protocols, O&M manuals, and public relations planning (I.e. ground breaking and ribbon cutting).

    Assist and advise in the development of management tools, track critical information, organize materials, develop information briefings/papers, facilitate workflow, organize/lead meetings, and advise the DHA Facilities leadership on the status of key issues related to assigned CONUS/OCONUS sites.

    Train team members on military health facility IO&T requirement development and sustainment processes.
    Assist in orientation of DHA-FE health facility planning teams. Assist in organizing and developing materials needed for orientation and training.
    Assist DHA-FE with gathering and presenting IO&T lessons learned.
    Assist in preparing scope of work statements for proposed contract planning support.
    Assist in participating in diverse planning and project development teams and conduct site visits.
    Assist in presenting facility planning process and methodology to executive leadership at local, regional, and headquarters levels.

    Assist in the development of innovative methods to assist the planning team in coordinating facility infrastructure requirements with operational and space requirements.

    Assist in providing input to the team and executive leadership on translating requirements into a comprehensive facility reuse and upgrade requirements.

    Perform quality assurance for draft and final products to ensure they are accurate and consistent, and the recommendations are achievable.

    Assist in performing assessment of current facilities and of non-facility and facility alternatives to address identified gaps between facility requirements and current capabilities.

    Complete monthly status reports, as required, of all on-going actions as required. Create, conduct and/or complete briefings, information papers, and other management materials as required in support of assigned CONUS/OCONUS sites.

    Participate in DHA-FE off sites, short courses and other educational courses as assigned and present project briefings and material at these meetings, as required.

    Perform review of facilities-related governance documentation (DODI, UFC, CONOPS, etc.) and provide comments and recommended edits, as necessary to align documentation with facility planning best practices.

    Assist in developing written and oral responses to requests for information.
    Assist in coordinating sources of data and review initial, interim and final requirements analyses, if developed by others.
    Assist in developing system-wide expertise and ability to review products for consistency, accuracy and compliance with the corporate model.

    If a corporate model does not exist, the contractor shall assist in preparing a draft for approval by DHA-FE Facilities leadership.

    Assist in facilitating executive leadership involvement with process, ownership of the products and reasonable decision-making regarding the results.
    Review and ensure submissions are logical, consistent and meet the requirements set forth by the executive leadership.
    Assist in managing schedule, work-flow and administrative requirements in a manner that is transparent to the customer.
    Advise DHA-FE leadership on business process improvement opportunities with regard to integration, operation, and orientation requirements.
    Keep senior leadership informed of project progress/issues and initiatives.

    Acts as liaison between project teams and medical group leadership, department heads and staff as it relates to IO&T planning and execution.

    Oversee and assist PDTs with FFE-LVS planning, scope development, and requirement definition.
    Review project cost information related to FFE-LVS and Transition.
    Review project schedule information related to FFE-LVS and Transition and ensure operational phasing/time constraints are met.

    Coordinate site logistics, base/MTF access, government field offices, shared space, temporary swing space/phasing facility bed-down with Contractors and government Representatives.

    Review Contractor submittals related to phasing, transition, FFE-LVS lay-ins, utility interface, functionality etc.

    Conduct field investigations to ensure new/newly renovated space is equipped to receive FFELVS.Assist the DHA-FE in Transition planning, outfitting, relocating and excessing all RPIE/PP.Coordinate MTF departmental interim and final moves during the planning phase and following it through completion of the project and/or construction phase.

    Review requirements, contractor provided plans and oversee execution related to the delivery, installation, testing, certifications, and warranty of all FFE-LVS.Ensure contractor develops and provides all contract requirements and oversee execution related to staff orientation and training, O&M Manual provisions, cleaning and inspection and acceptance services, removal, storage and the de/re-install all FFE-LVS to and from the interim space and final space for all departments impacted by the alteration and/or construction (to include those displaced by the Contractor's phasing plan).Work with contractor and medical facility personnel in regard to equipment suppliers, furniture manufacturers, movers or others as required to coordinate the installation of new FFE-LVS and the de/re-install of reuse for all necessary moves.

    Closely coordinate with MTF personnel to ensure all infrastructure, re-acclimationrequirements, and space needs are met for all relocated/reuse medical equipment.

    Coordinate and ensure documentation of all required resources to support departmental moves, to include:

    Biomedical Equipment Technicians (BMETs), Medical Logistics, Information Technology and communication technicians, DHA-FE and Base/Post communications and security personnel, third-party vendors/installers, etc...Coordinate equipment whose warranty may be affected by a third-party Contractor move.


    Requirements:

    Required Qualifications:

    Have a minimum of eight (8) years' experience in DoD and/or VA healthcare FFE-LVS and Transition planning services and implementation.

    Well-versed in healthcare infrastructure, operations, and/or practice and have direct experience in logistics, equipment and transition activities.

    Experience requirements may be satisfied with a combination of experiences in multiple functional areas, as long as they have a minimum of eight (8) years in a military healthcare or military healthcare support environment.

    Experience, working knowledge and executive level understanding of the Military Health System (MHS).Experience and working knowledge of health facility planning and design and healthcare delivery.

    Senior level written and oral communication skills.
    Ability to manage multiple projects.

    In the execution of required tasks, the Contractor shall be capable of traveling CONUS andOCONUS in order to conduct required services.

    Demonstrate experience in managing planning efforts related to the:

    Development of requirement documents for FFE-LVS (including room layouts, room illustration sheets, project content lists, infrastructure interface, technical specifications military/DoD regulations and all applicable codes, criteria and standards).Budgetary and procurement preparation, maintenance and documentation.

    Execution of the procurement, delivery, installation, and training related to FFE-LVS.Experience in transition planning and relocation services on new construction and multi- phased healthcare projects to include, but not limited to: conceptual advance planning, identifying occupancy milestones, detailed implementation planning and move sequencing, preparation and setup, compiling documents of detailed move plans for each department impacted, creating an orientation program to ensure staff is completely familiar with the new site/location, services and patient care systems, relocation execution, lessons learned documentation and post-move cleanup.

    Must have a working knowledge of DHA-FE Codes, Criteria & Standards.


    Required Skills:
    Exceptional Possess an understanding and ability to communicate medical disciplines, processes, procedures and verbiage.

    IO Strong analytic and critical thinking skills with expert knowledge of Department of Defense (DoD) medical facility policy, protocols and interrelationships related to complex federal facility programs.

    Experience in DOD health facility planning, space planning, programming, design, construction, initial outfitting and transition management. Specifically, proficient in reading and understanding project drawings/plans, schedules and specifications.
    Leadership and diplomacy skills to lead multiple agencies and multi-discipline teams, with the ability to mentor and remain objective.

    Positive and strong work ethic with proven results in cost containment, time management and delivering large programs and difficult projects to fruition.

    Ability multi-task in diverse environments, articulate requirements and translate plans, policy and procedures into executable programs and projects.
    Ability to adhere to DHA-FE IO&T processes, procedures and standards.
    Ability to read complete contracts, codes, criteria and standards.
    Ability to read construction drawings and specifications.
    Ability to create and/or maintain IO&T budget.
    Reviewing, evaluating, adjusting/correcting, all FFE-LVS commodities and infrastructure tosupport medical project commodities.

    Assist the PDT in coordinating the transition of personnel and organizations to/from newly constructed, renovated facilities and/or temporary phasing facilities (TPF).

    Assist with ensuring all necessary coordination and management required in transitioning are completed in a timely manner.
    Mastery in program advocacy, verbal communications, writing/reporting, executive and project level communications and public speaking.
    Proficient in cross-functional facility planning, assessments, and technical, quality, biddability and safety compliance reviews. Proficient in cross-functional facility planning.
    Specialized experience in standards development and procurement documents.

    Comprehensive know-how in supporting complex DOD acquisitions with a unique understanding of technical, fiscal, legal, integrate transition planning requirements, management and administrative details that make up low-risk high performing contracts.

    Familiar with DoD medical treatment facility (MTFs) operations and can effectively communicate with healthcare professionals.
