- Directs fiscal strategic planning to ensure Coastal Research goals are successfully implemented and provides financial oversight and management of a very diverse set of financial accounts. This position is responsible for finding and developing unique, value-added opportunities for enabling a provocative and creative dialogue among people. Conducts scenario planning for fiscal operations and provides projections, trends and reports for various needs, including planning and resource allocation.
- Oversees some state budgets (E&G), designated (DE), and developmental accounts to support USM Coastal Operations. Assists with budget development, submission, maintenance and reporting for construction, capital improvement, and disaster recovery projects to adhere to IHL, BOB, FEMA/MEMA, and other agency guidelines; will serve as FEMA/MEMA point of contact for USM Coastal Operations and may serve as applicant agent for Coast disasters. Oversees transactions for cost-reimbursable programs. Supports review and tracking of positions posting requests (E&G/DE) and review of offer letters for professional and support staff.
- Collaborates and supports the administrative authorities for USM coastal research units, the Office of the Vice President for Finance and Administration and Office of the Vice President for Research to enhance intra-University coordination, increase operational efficiencies, ensure compliance with institutional policies and procedures, promote cooperative efforts and complete special projects as needed. Coordinates and communicates with state, federal and industry partners to support Coastal USM.
- Provides oversight and guides coastal research program and accounting personnel including training and process and compliance updates. Reviews extramural research budgets, F/A waivers and cost share commitments for coastal operations and provides post-award tracing for F/A distribution and cost-share.
- Provides professional expertise and advises the Associate Vice President for Research and research unit directors regarding fiscal affairs, human resources, and research administration strategies for integrating operations to implement goals.
- Supports research security compliance during grant development, purchasing, and hiring of research staff.
- Performs other duties as assigned.
- Ability to communicate and coordinate with state, regional and federal groups to advance USM's research missions and associated financial efficiencies.
- Ability to manage accounts and develop financial plans for a diverse range of support components.
- Ability to travel between Coastal locations and Hattiesburg as needed.
- Knowledge of Microsoft Office suite.
Ability to form team-based environment and create a strategic agenda that matches the goals and objectives of the coastal research units. - Knowledge and understanding of MS legislative budget hearings and bills.

Job Summary
Thisposition provides oversight for fiscal operations, inclusive of financial andhuman resource components for research units at USM coastal sites. Supportsmanagement of grants, contracts, and state funds within research units. Thisposition guides and oversees planning and resource management, partners withresearch unit directors and finance staff to optimize resourcing, analyzes theimpacts of proposed business decisions, determines areas of potential costreductions, and increase productivity. This position leads development ofstrategies related to fiscal affairs, human resources, and researchadministration; supporting strategic and tactical directions for coastaloperations research units, and implementation of goals. This position reportsto the Associate Vice President for Research, Coastal Operations, coordinateswith Coastal Research Center Directors, and supports training and developmentof common practices among financial and business managers within researchunits. In addition, the position engages with federal, state and industrypartners, and with the Vice President of Finance and Administration's team andthe Vice President for Research, Office of Research Administration team.
Primary Duties and Responsibilities
Master's degree from an accreditedcollege or university, with a minimum of three years of professional experiencein accounting or finance/business management or Bachelor's degree from anaccredited college or university, with a minimum of five years of professionalexperience in accounting or finance/business management. Valid Driver's Licenserequired.
Knowledge, Skills & Abilities
Financial experience in a highereducation setting.
