Duties:


  • Analyzes the budgetary impact of new or revised legislation, policies, and procedures.
  • Develops budget processes, procedures and guidance for executing financial management plans and programs.
  • Coordinate and reacts to resources/funding/programmatic changes.
  • Determines the propriety and cost effectiveness of funding requests.
  • Participates in the monitoring of yearend closing to ensure proper and full use of provided funds, with no antideficiency violation.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Oneyear probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner in the Acquisition Career Field (Business Financial Management and Cost Estimating) within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
  • This position has been designated "Mission Essential".

Qualifications:

US CitizensTo qualify based on your experience, your resume must describe at least one year of experience which prepared you to carry out the functions of this position.

Specialized experience is defined as performing ALL of the following duties which includes:1) Monitoring control of fund and budget execution to ensure fiscal compliance; 2) Providing guidance on an organization's operating budget, mid-year review, execution review, and year-end closeout to ensure mission requirements are met; 3) Compile cost figures to be used in forecasting funding needs for the year; and 4) Working with automated financial management systems to analyze and/or interpret schedules of commitments, obligations and expenditures, and funding reports for projects.

  • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH02 or GS11).

Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
