Salary:$83, $125,818.85**-
Starting salary is dependent upon qualifications, but in most cases is no higher than the midpoint for range.
NATURE OF WORK:
Working collaboratively with and at the direction of the Library Director, manages the Library Maintenance Team and coordinates with City of Evanston Facilities & Fleet Management (FFM) and outside contractors in the maintenance, repair and construction of Library's facilities to support the programs and functions they contain.
Work shall be accomplished by means of best maintenance and construction practices in conformance with all applicable codes, ordinances, and regulations.
ESSENTIAL FUNCTIONS (Specific assignment will include some or all of the following):
- Plans facility maintenance and operational programs for two (2) Library sites
- Serves as the project manager for Library construction and maintenance projects completed by contractors and skilled City of Evanston staff. Oversees and inspects work performed by contractors and ensures recommended changes are made.
- Manages aspects of infrastructure operations and maintenance.
- Negotiates bids, requests for proposals, and contracts with third party workers in compliance with regulations.
- Addresses emergencies pertaining to the operation of Library buildings during nonwork hours as required.
- Develops, proposes, and manages Library facilities operational and capital budgets. Makes necessary recommendations and adjustments to ensure facilities operations and projects stay within budget.
- Works with the City of Evanston's Bureau of Capital Planning and Engineering (CPE) and Facilities & Fleet Management (FFM) for coordinating capital improvement projects.
- Manages, tracks, and reports on the daily and seasonal preventive maintenance procedures, breakdown repairs, and/or replacements for Library facilities.

- Responsible for ensuring readiness for cleanliness and facility needs.
- Supports the implementation and ongoing management of the Computerized Maintenance Management Software for Library facilities. Monitors and updates locking system and Energy Management System (EMS).
- Using the City's Enterprise accounting software, requisitions or purchases services, materials, and equipment for facilities operations and capital improvement projects. Tracks and maintains records of all remodeling and capital projects.
- Responsible for receiving commodities purchased and monitoring vendor performance on managed projects.
- Provides safety and emergency preparedness response training for Library staff.
- Directs activities of skilled and semiskilled Library workers in operating and maintaining Library facilities and equipment. Directs and monitors employees' activities and job performance.
- Provides immediate supervision to Library Maintenance staff employees. Sets and delegates daytoday tasks to achieve operational objectives.
- Plans and conducts skill and safety training/programs, evaluates union personnel performance, and initiates any necessary disciplinary action.
- Motivates employees using human relations skills and encourages teamwork. Administers disciplinary action to employees, including oral and written reprimands. Participates in disciplinary processes for suspensions, demotions, and discharges by conducting investigations and making recommendations to the Library Director.
- Performs other duties as assigned.
MINIMUM REQUIREMENTS OF WORK:
- Must possess a high school diploma or GED with 10 years of experience or a Bachelor's degree with 5 years of experience in a related field.
- Must possess five (5) or more years of progressively responsible work experience in project and facility management or construction with journeyman qualifications in electrical, plumbing, masonry, carpentry, or HVAC.
- Must possess three (3) or more years of supervisory experience with projects or staff.
- Must possess a valid driver's license and a safe driving record.
- Knowledge, skills, and abilities in the following areas:
- Experience working in a housekeeping or custodial department.
- Thorough knowledge of OSHA standards and regulations.
- Thorough knowledge of safety best practices and procedures
- Familiarity with sustainability, green initiatives and/or LEED programs.
- Knowledge and use of personal computers including word processing and spreadsheet software.
